Այդ կոնվենցիաների հետ զգույշ եղեք, պարոն Պողոսյան։ Այս մասին ՀՀ Ազգային ժողովի նիստում, «Հայաստանի Հանրապետության եւ Դանիայի Թագավորության միջեւ հարկերի վճարումից խուսափումը կանխելու եւ եկամուտների եւ ունեցվածքի երկակի հարկումից խուսափելու համար» կոնվենցիայի վավերացման հարցի քննարկման ժամանակ, սեպտեմբերի 9-ին կատակով ասաց Ազգային ժողովի նախագահ Արարատ Միրզոյանը՝ դիմելով ֆինանսների փոխնախարար Արման Պողոսյանին։

Միրզոյանը դա ասել է անմիջապես այն բանից հետո, երբ հայտարարել է հիմնական զեկուցողի անունը, որը մոտեցել է ամբիոնին։ Խորհրդարանի նախագահը, ամենայն հավանականությամբ, ակնարկում էր սկանդալային «Ստամբուլյան կոնվենցիան», որը ծայրահեղ անմիանշանակ արձագանք է առաջացրել հայ հասարակությունում։ Այնուամենայնիվ, Պողոսյանի՝ խորհրդարանի դիտարկմանը ներկայացրած կոնվենցիան ոչ մի ընդհանուր բան չունի «Ստամբուլյան կոնվենցիայի» հետ։ «Այս կոնվենցիան հետապնդում է երկու նպատակ։ Առաջինը՝ բացառել եկամուտների եւ ունեցվածքի երկակի հարկումը եւ, դրանով իսկ, նվազեցնել պատնեշների բացասական ազդեցությունը եկամուտների եւ ունեցվածքի, ինչպես նաեւ պայմանավորվող պետությունների միջեւ առեւտրի եւ ներդրումների վրա, ինչը թույլ կտա նրանց խրախուսել ձեռներեցությունը օտարերկրյա ներդրումների համար նպաստավոր մրցակցային պայմանների ստեղծման ճանապարհով»,- պարզաբանել է փոխնախարարը։ Երկրորդ նպատակը, ինչպես նշել է Պողոսյանը, կանխատեսելի եւ կայուն հարկային դաշտի ստեղծումն է, քանի որ այն առաջնահերթություն ունի ազգային օրենսդրության հանդեպ եւ անհամեմատ ավելի փոքր չափով կարող է ենթարկվել փոփոխությունների, քան ազգային օրենսդրությունը։
