Արցախի «Արդարություն» կուսակցությունն իշխանություններին կրկին կոչ է անում քաղաքական կամք դրսևորել
POLITICSԱրցախի «Արդարություն» կուսակցությունը Արցախում իրական համակարգային փոփոխություններ իրականացնելու նպատակով բազմիցս հանդես է եկել տարբեր առաջարկություններով: Սակայն ներկայիս քաղաքական կառավարման համակարգը թույլ է տալիս գործող իշխանություններին ոչ միայն նման առաջարկներին չանրադառնալու, այլև ընդհանրապես անուշադրության մատնելու:
Այնուամենայնիվ, ունենալով մեծ պատասխանատվություն մեր հասարակության առջև, կուսակցությունը կոչ է անում ներկայիս իշխանություններին փոխել իրենց որդեգրած «անուշադրության մատնելու» քաղաքականությունը և քաղաքական կամք դրսևորել անդրադառնալու մեր հերթական առաջարկություններին:
Քաղաքական մրցակցությունը բնականորեն պետք է ծավալվի խորհրդարանական մեծամասնության և փոքրամասնության՝ ընդդիմության միջև: Վերջինս պետք է իրապես դառնա այլընտրանքային գաղափարներ և քաղաքական օրակարգ ձևավորող քաղաքական բևեռ, այլապես եթե ընդդիմությունը շարունակի մնալ լոկ ձևականի և բողոքողի դաշտում, չկարողանա ներազդել քաղաքական որոշումների վրա, ապա մենք կունենանք միաբևեռ քաղաքական համակարգ, որն արագորեն կվերաճի միահեծան իշխանության՝ նախագահի գլխավորությամբ, ինչի ականատեսն ենք այսօր:
ԱՀ Ազգային ժողովի հարգելի պատգամավորներ, առաջարկում ենք Ձեզ, մինչև 2020 թվականի համապետական ընտրությունները, հանդես գալ օրենսդրական նախաձեռնություններով, որոնց արդյունքում ընդդիմությանը կվերապահվի սահմանադրական ինստիտուտի կարգավիճակ, և կընդլայնվի նրա լիազորությունները:
1. Օրենքով ամրագրել քաղաքական փոքրամասնությանը պատկանող պատգամավորների նվազագույն թիվ` ոչ պակաս, քան Ազգային ժողովի պատգամավորների ընդհանուր թվի 1/3-ը: Խորհրդարանական ընդդիմությանը վերապահելով սահմանադրական կարգավիճակ՝ իշխանությունն իր վրա որոշակի պարտականություն է վերցնում ապահովել ընդդիմության երաշխավորված ներկայություն խորհրդարանում:
2. Ավելացնել հիմնարար բնույթ ունեցող սահմանադրական օրենքների թիվը, որոնց ընդունման կամ փոփոխման համար անհրաժեշտ է ավելի բարդ ընթացակարգ` պատգամավորների ընդհանուր թվի առնվազն 3/5-ի «կողմ» ձայները (Ընտրական օրենսգիրք, Ազգային ժողովի կանոնակարգ-օրենք, Կուսակցությունների, Հանրաքվեի, Գերագույն դատարանի, Դատախազության, Հաշվեքննիչ պալատի և Մարդու իրավունքների պաշտպանի մասին օրենքներ, Դատական օրենսգիրք և այլն):
3. Ազգային ժողովի փոխնախագահին ընտրել ընդդիմության կազմից: Ընդդիմության ներկայացուցիչը, դառնալով Ազգային ժողովի նախագահի տեղակալ, հնարավորություն է ստանում, հատկապես նիստերը վարելու ժամանակ, հետևել օրենսդրական գործընթացի և խորհրդարանական մյուս ընթացակարգերի օրինականությանը, ընդդիմության իրավունքների բնականոն իրացմանը:
4. Ֆինանսաբյուջետային հանձնաժողովի նախագահին և Հաշվեքննիչ պալատի ղեկավարին ընտրել ըննդիմության կազմից: Ընդդիմությանը պետք է տալ սեփական արդյունավետությունը բարձրացնելու և քաղաքական գործոն դառնալու երաշխիքներ և հնարավորություն: Որպեսզի դրանք գործեն, հարկավոր է համապատասխան սահմանադրական և օրենսդրական փոփոխություններ:
