SOCIETYԿառավարության քայլերը՝ ուղղված «օրենքով գողերին» պատասխանատվության կանչելու հարցին, ոստիկանության համար դեռևս հիմք չեն օրինազանց «գողերին» կարգի հրավիրելու համար: Բացառությամբ որոշ «օրենքով գողերի» նկատմամբ շոու հիշեցնող ձերբակալությունների՝ հանրապետության շատ մարզերում դեռևս հարցերը կարգավորվում են քրեական հեղինակությունները:
Tert.am-ի տեղեկություններով՝ սեպտեմբերի 1-ի գիշերը Ճամբարակ քաղաքում ծեծկռտուք է տեղի ունեցել, հնչել են կրակոցներ, մինչդեռ ոստիկանությունը դեպքի առթիվ որևէ մանրամասների չի տիրապետում: Ոստիկանությունից Tert.am-ի հայտնեցին, որ տեղեկություն ստացել են, որ սեպտեմբերի 1-ի ուշ երեկոյան Ճամբարակի ավտոկայարանի մոտ վիճաբանություն է տեղի ունեցել: «Այս պահին այդ տեղեկությունը ստուգվում է»,-նշեցին ոստիկանությունից:
Նշենք, որ ըստ Tert.am-ի տեղեկությունների՝ ծեծկռտուքը եղել է քաղաքի ավտոկայարանի մոտակայքում, որը ոստիկանության բաժանմունքից առավելագույնը 1 կմ հեռավորության վրա է: Ոստիկանությունը, սակայն, կատարվածին չի միջամտել, ոչ թե որովհետև չի լսել և հաղորդում չի ստացել, այլ որովհետև միջադեպի մասնակիցներից են եղել քրեական հեղինակություններ. որոնց նկատմամբ օրինական գործողություններ իրականացնելը տեղի ոստիկանության ուժերից վեր է:
Նշենք, որ Ճամբարակում գրեթե ցանկացած հարց լուծվում է «օրենքով գողերի» միջոցով, հատկապես որ նրանց հետ սերտ կապեր ունի քաղաքային իշխանությունը: Խոշորացված Ճամբարակ համայնքի ղեկավար Վազգեն Ադամյանը քաղաքում հարցեր «լուծող» Վիլեն Սոսյանի մտերիմ ընկերն է: Քրեական հեղինակություն համարվող Վիլեն Սոսյանը չի էլ թաքցնում իր մտերիմ կապը քաղաքապետի հետ և դրա մասին են վկայում odnoklassniki.ru սոցիալական ցանցում հրապարակված նրանց ջերմ լուսանկարները:
Հիշեցնենք, որ ՀՀ քրեական օրենսգրքում առաջարկվող լրացումներով՝ ՀՀ կառավարությունն առաջարկում է լուծել «օրենքով գողերին» պատասխանատվության կանչելու հարցը։ Նախատեսվում է քրեական պատասխանատվության ենթարկել քրեական աստիճանահարթակով բարձրագույն կարգավիճակ տալու, ստանալու կամ պահպանելու համար, քրեական ենթամշակույթ ստեղծելու, ղեկավարելու, մասնակցելու, ներգրավվելու ու պահպանելու համար: Ընդ որում, այն անդամը, որն իրավապահներին կհայտնի նման խմբավորման գոյության մասին՝ կազատվի պատժից կամ կարժանանա մեղմ պատժի։ Նախագծով քրեական պատասխանատվություն է նախատեսվում նաև քրեական աստիճանահարթակով բարձրագույն կարգավիճակ ունեցող անձանց ինչ-ինչ հարցերով դիմողների համար:
