Սահմանադրական բարեփոխումներից հետո քաղաքացին կիմանա՝ ով է պատասխանատու իր իրավունքների խախտման համար

 Սահմանադրական բարեփոխումներից հետո Հայաստանի Հանրապետության ցանկացած քաղաքացի կիմանա, թե ով է պատասխանատվություն կրելու իր իրավունքների պաշտպանության համար:

Այս մասին Ազգային ժողովում լրագրողների հետ զրույցում ասաց ՀՀ ԱԺ փոխնախագահ Հերմինե Նաղդալյանը: «Մինչ օրս   քաղաքացին չգիտի, թե ում մեղադրի իր իրավունքների խախտումների համար , դրա համար՝ անկախ այն բանից, թե այդ խնդիրն ում է ուղղված, նա մեղադրում է հանրապետության  նախագահին: Այսինքն՝ եթե իր խնդիրը ձախողված է դատարանում, տեղական ինքնակառավարման մարմնում, մարզպետարանում կամ մեկ ուրիշ որևէ այլ կառույցում այդ ամենի համար և այդ բոլորի փոխարեն պատասխան տվողը հանրապետության  նախագահն է: Եվ եթե բոլոր այս մեղադրանքները գնում են մեկ հասցեով, ապա այդ պատասխանատվությունն էլ մեկ անձ  է կրում, իսկ մնացած բոլոր պատասխանատուները, ովքեր իրենց վատ աշխատանքով՝ կռումպացվածությամբ, անարդարությամբ ձախողում են քաղաքացու այս կամ այն իրավունքը,  այդ պատասխանատվության կրողն ու հասցեատերը չեն դառում: Համաձայնեք, որ սա նորմալ երևույթ չէ: Իսկ այս փոփոխությունների նպատակներից ու կարևորագույն խնդիրներից մեկն էլ հենց սա է՝ նորմալացնել հենց այս դաշտը: Ով ունի լիազորություն, կկրի պատասխանատվություն և կունենա լիարժեք լիազորություն այդ խնդիրը լուծելու համար: Այ սա է ճիշտ և բնական կառավարման մեթոդը»,- նշեց Նաղդալյանը:

Հերմինե Նաղդալյանը  վստահեցրեց, որ սահմանադրական բարեփոխումներից հետո  քաղաքացին հստակ իմանալու է, թե որ խնդրի համար ում կամ որ կառույցին պետք է դիմի: «Այնպես չէ, որ քաղաքացին չի իմանա կամ չի գտնի իր խնդրի պատասխանատուին կամ հասցեատիրոջը: Քաղաքացին արդեն գնալու է կոնկրետ խնդրի լուծման հետևից և գտնելու է իր խնդիրը կոնկրետ ձախողող հասցեատիրոջը: Հենց սա ենք մենք դրել որպես բարելավում, որով ուզում ենք լուծել այդ խնդիրները: Գործող Սահմանադրության մեջ կան այլ խնդրահարույց կետեր ևս, որոնց լուծման բանալին այս սահմանադրական բարեփոխումներն են»,-հավելեց ԱԺ փոխնախագահը:

Անդրադառնալով սահմանադրական բարեփոխումների հանրաքվեին ընդառաջ քարոզարշավի ընթացքին՝ նա նկատեց, որ որպես կանոն Հայաստանում ընտրական գործընթացները բավականին անհանգիստ մթնոլորտում են ընթանում, նա կարծիք հայտնեց նաև,  որ այս քարոզարշավի ընթացքում կհաջողվի դրական մթնոլորտ ստեղծել ու ընտրական մշակույթ ձևավորել:  ԱԺ փոխնագահի խոսքով՝  քայլ առ քայլ, անցնելով ժողովրդավարության կանոնները՝ Հայաստանը հասնում է ընտրարշավի իրականացման ավելի քաղաքակիրթ մակարդակի:
