Սիրելի հայրենակիցներ, սրտանց շնորհավորում եմ համայն հայությանը բոլորիս համար նվիրական այս հոբելյանի՝ Արցախի Հանրապետության Անկախության 28-րդ տարեդարձի առթիվ: Տոն, որն առանձնահատուկ խորհուրդ ու նշանակություն ունի արցախցիների ու, առհասարակ, աշխարհասփյուռ հայության համար: Դժվարին մաքառումով ու տասնամյակների պայքարի գնով ձեռք բերված անկախությունը պահպանելով ՝ հայկական երկրորդ հանրապետությունն այսօր աշխարհին ներկայանում է որպես ժողովրդավարական ու զարգացող երկիր, արցախցին շարունակում է ստեղծել ու արարել հայրենի հողում, կերտել մարտունակ ու օր օրի հզորացող բանակ: Ես բազմիցս ասել եմ, որ Արցախի հարցը ժողովուրդն արդեն լուծել է, մնում է միայն Արցախի հանրապետության միջազգային ճանաչման գործընթացը, որն այլընտրանք չունի, և մենք մեր հնարավորության սահմաններում անում ենք ամեն ինչ: Ուզում եմ առանձնահատուկ վերհիշել արցախյան գոյամարտում արիաբար զոհված մեր բոլոր քաջորդիներին ու ապրիլյան պատերազմի բոլոր հերոսներին, հերոսներ ծնած մայրերին ու ընտանիքներին: Արցախի անկախության համար մենք շատ թանկ գին ենք վճարել և պարտավոր ենք սրբության պես պահել ու պահպանել այն: Եվս մեկ անգամ շնորհավորելով Անկախության տոնի առթիվ՝ մաղթում եմ նորանոր հաջողություններ պետականության կայացման ու ամրապնդման գործում: Աստված պահապան մեզ բոլորիս:
