«Սիրելի՛ հայրենակիցներ,
Արցախի իշխանությունների եւ անձամբ իմ անունից ի սրտե շնորհավորում եմ ձեզ Արցախի Հանրապետության օրվա՝ մեր կարեւորագույն պետական տոնի առթիվ:
1991 թվականի սեպտեմբերի 2-ին մեր ժողովուրդն իրականություն դարձրեց իր բազմամյա նվիրական երազանքը՝ ինքնուրույն տնօրինել սեփական ճակատագիրը, ապրել ազատ ու անկախ հայրենիքում՝ պահելով ու փայփայելով ազգային արժեքներն ու ավանդույթները, հավատն ու լեզուն: Դա դժվարին, բայց եւ պատվաբեր ճանապարհ էր, որը մենք անցանք մայր Հայաստանի ու սփյուռքի մեր քույրերի ու եղբայրների հետ ձեռք ձեռքի՝ միասին հաղթահարելով բոլոր դժվարություններն ու փորձությունները, միասին կերտելով մեծ հաղթանակներ:
Եվ այսօր էլ մենք համատեղ ջանքերով հարթում ենք 28 տարի առաջ ընտրած մեր ուղին՝ պաշտպանելով ու զարգացնելով Արցախի Հանրապետությունը, հետեւողականորեն ու շարունակաբար ամրապնդելով մեր անկախ ու ժողովրդավարական պետությունը, ամուր հիմք դնելով սերունդների հուսալի ապագայի համար:
