Արցախի Մարդու իրավունքների պաշտպանը չհայտարարված այց է կատարել քրեակատարողական վարչություն

Այսօր Արցախի Հանրապետության Մարդու իրավունքների պաշտպան Արտակ Բեգլարյանը չհայտարարված այց է կատարել ԱՀ ոստիկանության քրեակատարողական վարչության քրեակատարողական հիմնարկ և քննչական մեկուսարան: Այս մասին հայտնում են ՄԻՊ գրասենյակից:
Այցի շրջանակում Պաշտպանը ծանոթացել է ազատազրկված անձանց իրավունքների ապահովման վիճակին, ներառյալ՝ նրանց պահման պայմաններին, վերաբերմունքին առնչվող իրավիճակին, արտաքին աշխարհի հետ հաղորդակցության իրավունքի իրացմանը, առողջության պահպանման ու սննդի ապահովման պայմաններին և մի շարք այլ ուղղությունների: Բացի խցերում փակ հանդիպումների կազմակերպումից, Պաշտպանն իր շրջայցի ժամանակ նաև առանձնազրույցներ է ունեցել մի խումբ ազատազրկված անձանց հետ:
Պաշտպանը հատուկ ուշադրություն է դարձրել խոշտանգումների և այլ դաժան, անմարդկային կամ արժանապատվությունը նվաստացնող վերաբերմունքը կամ պատիժը կանխարգելելու մեխանիզմների բարելավման վրա՝ քննարկում ունենալով և՛ ազատազրկված անձանց, և՛ քրեակատարողական վարչության ղեկավարության հետ:
Ազատությունից զրկված անձանց կողմից հարցեր են բարձրացվել իրենց տարբեր իրավունքների պաշտպանության վերաբերյալ, որոնց լուծման ուղղությամբ Պաշտպանը իր իրավասության շրջանակներում կձեռնարկի օրենքով նախատեսված անհրաժեշտ միջոցները։
