Իրանի միջուկային խնդիրը սպասում է հանգուցալուծման

Իրանի միջուկային ծրագրի շուրջ վերջնական համաձայնության հասնելու վերջնաժամկետը մոտենում է ավարտին։
Մայիսի 24-ին Իրանի խորհրդարանում կայացավ փակ նիստ, որի ժամանակ արտգործնախարար Մոհամադ Ջավադ Զարիֆը և նրա տեղակալ Աբբաս Արաղչին խորհրդարանականներին են ներկայացրել նախորդ շաբաթ Վիեննայում կայացած բանակցությունների արդյունքները։ Բացի պատժամիջոցների շուրջ ձեռք բերված պայմանավորվածությունից, կողմերին Վիեննայում հաջողվել է համաձայնության գալ ևս մեկ առանցքային հարցի շուրջ, ինչը լուրջ անհանգստությունն էր առաջացնում ԱՄՆ-ի և նրա դաշնակիցների մոտ։ Խոսքը Իրանի ռազմական օբյեկտներ ՄԱԿ-ի ատոմային գործակալության տեսուչների մուտքի մասին է։ Իրանական իշխանությունները Ատոմային էներգիայի միջազգային գործակալության փորձագետներին կտրամադրեն «կառավարելի մուտք» իրանական ռազմական օբյեկտներ:

ԱՄՆ նախագահ Բ. Օբաման «The Atlantic» պարբերականին տված հարցազրույցում նշել է, որ Սաուդյան Արաբիան կամ տարածաշրջանային արաբական այլ երկրները Իրանի հետ միջուկային ոլորտում մրցակցելու համար միջուկային ծրագիր ունենալու որևէ նպատակ չունեն: Նա հավելել է, որ Քեմփ Դևիդում տեղի ունեցած հանդիպման ժամանակ արաբական երկրների ներկայացուցիչները հանգել են այն եզրակացության, որ տարածաշրջանում անվտանգություն, կայունություն հնարավոր կլինի հաստատել ԱՄՆ-ի հետ համագործակցության շնորհիվ: Օբաման իր խոսքում մասնավորապես նշել է. «Ինձ համար Իրանի միջուկային ծրագրի հետ կապված հարցի կարգավորումը կրում է անձնական բնույթ, այդ կապակցությամբ էլ անհրաժեշտ է հասնել ցանկալի արդյունքի: Իրանի հետ իրականացվող ներկայիս բանակցությունների արդյունքն իմ ղեկավարման ժամանակաշրջանի ժառանգությունն է, ինչը կտա երաշխիք, որ Իրանը երկարատև ժամկետով հեռու կմնա միջուկային զենք ունենալուց»:

Իրանի Իսլամական Հանրապետության (ԻԻՀ) խորհրդարանի ազգային անվտանգության և արտաքին քաղաքականության հանձնաժողովի ղեկավարը հատուկ հեռուստահաղորդման շրջանակում հայտարարել է, որ պատգամավորները երբեք թույլ չեն տա ամերիկացիներին չափից մեծ պահանջներ ներկայացնել Իրանի ժողովրդին՝ շեշտելով, որ անընդունելի է հակառակ կողմի պահանջը երկրի կարևորագույն և ռազմավարական նշանակության օբյեկտներում ստուգումներ անցկացնելու և միջուկային ոլորտի գիտնականների հետ զրուցելու վերաբերյալ: Վերջինիս պտդմամբ՝ անթուլատրելի է, որպեսզի լրացուցիչ արձանագրությունները պատրվակ դառնան կարևորագույն օբյեկտների և գիտնականների նկատմամբ Արևմուտքի ոտնձգությունների համար:
Շեշտելով, որ խարհրդարանի նախագահը լիովին տիրապետում է բանակցային գործընթացի մանրամասներին, Ալաէդդին Բորուջերդին հայտարարել է, որ ինքն անձամբ մասնակցել է միջուկային հանձնաժողովի աշխատանքներին: Սակայն միջուկային հանձնաժողովի ղեկավարը, ով հեռախոսով է մասնակցել հաղորդմանը, հայտարարել է , որ միջուկային պատվիրակության անդամենրը պատգամավորներին ներկայացնում են միայն ընդհանուր և մակերեսային հարցեր՝ ձեռնպահ մնալով խորը մանրամասներից:
Կարելի է եզրակացնել, որ Վիեննայում կայացած ԱՄՆ-Իրան բանակցությունների արդյունքում ձեռք է բերվել բազային համաձայնություն Իրանի միջուկային ծրագրի վերաբերյալ: Սակայն դեռևս անավարտ և ոչ լիարժեք են ծրագրի վերաբերյալ որոշ մանրամասներ, որոնց հստակեցման պայմաններում հնարավոր կլինի հաստել Իրանի միջուկային խնդրի ամբողջական և լիարժեք հանգուցալուծմանը:
