Դե իսկ խաղերի անկապ աճը ի՞նչքան կարող է շարունակվել. Բագրատյան
BLOGՀՀ նախկին վարչապետ, տնտեսագետ Հրանտ Բագրատյանն իր ֆեյսբուքյան էջում գրել է.
«ԱՎԿ-ն հրապարակել է 2019-ի հունվար-մայիսի ՏԱՑ-ը՝ 6.8%։ Ունենք լուրջ անկում. այստեղ չկա գյուղատնտեսությունը (անկում 8%-ով), ինչպես նաև էլ ավելի է աճել 2 տոքսիկ ճյուղերի (խաղերի և ավտոմեքենաների վաճառքի) տեսակարար կշիռը։ Դրանք հաշվի առնելով՝ գտնվում ենք 3-4% ՀՆԱ իրական տնտեսական աճի միջակայքում։ Ավտոմեքենաների ներմուծումն ու վաճառքը շուտով չի լինի, դե իսկ խաղերի անկապ աճը ի՞նչքան կարող է շարունակվել։ Աստիճանաբար կխորանան բյուջետային խնդիրները, իսկ նոր տարուց պրոբլեմատիկ կդառնա դրամի փոխարժեքը (ավելի վաղ էինք կանխատեսել, բայց հետաձգվեց մեկ տարով ավտոմեքենաների ներմուծման ու վաճառքի աննախադեպ, բայց, ավաղ, ժամանակավոր, ծավալների պատճառով)։ Միակ մխիթարանքը վերամշակող արդյունաբերության ու արտահանման չնչին դրական տեղաշարժն է։ Տնտեսության համար պրոբլեմատիկ է ցածր գնաճը։ Ցածր գնաճի և դրամի շարունակվող արժևորման պայմաններում ներդրումներ մի սպասեք։ Սպառումը գրեթե հավասար է ՀՆԱ-ին։ Այդ ամենին նպաստում է կառավարության անհասկանալի քաղաքականությունը արտաքին պետական պարտքի հարցերում։ Ի՞նչ կարիք կար այն կրճատելու, երբ 2019-ի օգոսոսի 14-ից մարդկության պատմության մեջ առաջին անգամ 10 տարեկան արժեթղթերի տոկոսադրույքն (1.57) ավելի ցածր է, քան 2 տարեկանինը։ Շուրջ 1 տասնյակ զարգացած երկրներում ԿԲ-երի կողմից սահմանած տոկոսադրույքը փոքր կամ հավասար է 0-ին։ Ոչ ԱՄՆ-ն, ոչ ԵՄ-ը տնտեսությունը այլ ձևերով խրախուսելու հնարավորություն չունեն, քան ձրի փող բաժանելը։ Եվ ահա այս պայմաններում մերոնք որոշում են էլ պարտք չվերցնել։ Փոխանակ գոնե նոր պարտքերով հին բարձր տոկոսներով պարտքերը փակեն, ներդրումներ կատարեն (իհարկե, հիմնական կապիտալի նոր տարրերի վրա, այլ ոչ թե վերանորոգումների ու սպառողական բնույթի ծախսերի վրա, ինչպես ՍՍ-ի օրոք)։
