Ամուլսարի  գործով համալիր փորձաքննություն կատարած «Էլարդ»–ի զեկույցում նշված է, որ գնահատումները թերի են, համապատասխան հետևություններն անվստահելի, և հնարավոր չէ պատասխանել հարցին, արդյոք հանքի ընդհանուր շահագործումը կարող է համարվել անվտանգ։ Այս մասին այսօր՝ օգոստոսի 26–ին լրագրողները հիշեցրեցին Ամուլսարի գործով քննչական խմբի ղեկավար Յուրա Իվանյանին։

Դիտարկմանը, թե բնապահպանները հարց են բարձրացնում, թե սրանից հետո ինչպե՞ս եք պնդում, որ հարց չկա, Իվանյանը պատասխանեց.

«Առաջնային պլան է մղվում այն միջոցառումների համակարգը, որոնք պետք է կանխեն վտանգները և այն մեղմման միջոցները, որոնք նախատեսել է «Լիդիանը», փորձագետների կողմից գնահատվել են ողջամիտ և եթե այդ միջոցառումներն իրականացվեն պատշաճ, ապա բնապահպանական ռիսկերը կլինեն կառավարելի և եթե բնապահպանական ռիսկերը լինեն կառավարելի, նշանակում է վնաս չկա, որպեսզի  մի հատ էլ չափենք վնասն ինչ աստիճանի է»,–ասաց քննչական խմբի ղեկավարը։

Հարցին, արդյոք ՔԿ–ն մասնագետների հետ քննարկե՞լ է փորձաքննության արդյունքները և ինչու՞ է միայն «Լիդիանը», որպես շահագրգիռ կողմ ներգրավվել փորձաքննությանը, Իվանյանը պատասխանեց.

«Քննչական կոմիտեն «Լիդիանի» պարզաբանումները,  ներկայացրած հիմնավորումները և փաստարկները քննարկել և վերլուծել է քրեական գործով ձեռք բերված այլ փաստական տվյալների հետ, իսկ ինչ վերաբերվում է «Լիդիանին», որպես կողմ ներգարվվելուն, ապա Քրեական դատավարության օրենսգիրքը պարտադիր է  համարում գործով շահագրգիռ կողմին կողմ ներգրավվելը։ Այսինքն մենք գործ ունենք պետության պոզիտիվ իրավունքի իրացման հետ և պետությունը պետք է ապահովի հնարավոր բոլոր միջոցները, որոպեսզի տվյալ կողմը հնարավորություն ունենա ներկայացնելու իր պարզաբանումները, արդարացումները: Պետական մարմինը, այսինքն Քննչական կոմիտեն քննություն է իրականացնելու, որպեսզի պարզի քաղաքացիների, պետության, հասարակության շահերի նկատմամբ ոտնձգություն կա, թե՞ ոչ։ Հասարակական կազմակերպությանը կամ բնակչին, որպես կողմ ներգրավվելը կասկածի տակ է դնում, թե այդ դեպքում ի՞նչ գործառույթ է իրականացնում պետական մարմինը»,–ասաց նա՝ հավելելով, որ վերջնական  գնահատականը տալիս է վարույթն իրականացնող մարմինը։

Հիշեցնենք, որ օգոստոսի 14–ին Քննչական կոմիտեն հրապարակեց Ամուլսարի ոսկեբեր քվարցիտների հանքավայրի շահագործման հետ կապված համալիր փորձաքննության արդյունքները։

Եզրակացության արդյունքները ցույց են տվել, որ Ամուլսարի ծրագրի տարածքի և Ջերմուկի տերմալ տաք աղբյուրների միջև ստորգետնյա ջրերի հոսքի և աղտոտման փոխանցման ուղիներ առկա չեն, իսկ Ամուլսարի տարածքի մոտ գտնվող Արփա, Դարբ և Որոտան գետերի վրա ազդեցությունն անորոշ է, քանի որ քանակական առումով այդ ազդեցությունները չափելի չեն։

Եզրակացության ընթացքում 16 կետ է նշվել, որոնք պահպանելու դեպքում բնապահպանական ռիսկերը կդառնան կառավարելի:
