«Ամուլսարի թեմայով որոշումն արդեն կայացվել է». բնապահպանները երթի են ելել Երեւանում
ECONOMICSԱմուլսարի թեմայով որոշումն արդեն կայացվել է: Այս մասին այսօր` օգոստոսի 24-ին, Ազատության հրապարակում հայտարարեց «Ամուլսարն առանց հանքի» նախաձեռնության անդամ Ալեքսը:
«Էս թեմայի շուրջ որոշումն արդեն կայացվել է, թե համայնքի բնակիչների կողմից, թե նախաձեռնությունների կողմից որոշումը վերջնական է` հանքը չի բացվելու, բայց այսօր եկել, հավաքվել ենք այստեղ, որ մեր աջակցությունն ու օգնությունը ցույց տանք Կառավարությանը, որպեսզի փակուղի չմտնի եւ ամեն հարցով կարողանանք աջակցել: Այսինքն որոշումը չի փոխվելու, բայց մենք ամեն ինչ կանենք, որ Կառավարությունը այդ որոշմանը հասնի»,-ասաց նա:
«Մի դիտարկում արեցին, որ Լեւոն Պետրոսյանի օրոք փոխվել է Սահմանադրության այդ կետը, որ ընդերքը պատկանում է պետությանը, այլ ոչ թե ժողովրդին, սա շատ նուրբ թեմա է եւ փաստորեն ժողովրդի սեփականությունը բռնազավթվել է, չնայած պետությունը մենք ենք, բայց հանքերի հետ կապված որոշիչ ձայնը մնացել է պետության ձեռքում: Հույս ունենք, որ իշխանությունները նաեւ էս հարցին կանդրադառնան» ,- ասաց նա:
Մարտիրոսյանը նշեց, որ այս իշխանությունները իրենց կառվարման հենց սկզբից որդեգրել են պատասխանատու հանքարդյունաբերության սկզբունքը, ինչը նշանակում է, որ օրենքները, օրենսդրական կարգավորումները հանքարդյունաբերության ոլորտում պետք է հնարավորինս մոտ լինի միջազգային չափանիշներին եւ արդյունքում ունենանք պատասխանատու հանքարդյունաբերողներ, ովքեր թե հարկերի տեսքով, թե տված վնասների առումով պատասխանատու կլինեն:
«Ամուլսարի հետ կապված Նիկոլ Փաշինյանը խնդիրը տանում է դեպի զուտ բնապահպանական` հայտարարելով, որ եթե վնաս չլինի, պիտի շահագործեն, եթե վնաս լինի պետք է շահագործեն:Հիմա մի քայլ էլ է ավելացել, որ «Էլարդ»-ը ասել է, որ վնաս չի տալիս, շահագործենք, եթե վնաս կտա՝ կփակենք: Ես չեմ հասկանում, ինչպես է լինելու օրենսդրական կարգավորումները: Իսկ ինչ է նշանակում փակում, դա շատ ծախսատար գործընթաց է, իսկ եթե Կառավարությունը խոսում է ռացիոնալության դիրքերից, ապա ասում է, որ կիսաբաց հանքը պետք է շահագործվի, քանի որ շատ մեծ ծախսեր են արվել»,-ասաց նա:
Հավաքի մասնակիցները վանկարկեցին «Մենք ենք տերը մեր երկրի» եւ «Ամուլսարն առանց հանքի», ողջունեցին ջերմուկցիներին եւ սկսեցին իրենց երթը:
Քայլերթը մեկնարկել է Ազատության հրապարակից, որը կանցնի Մաշտոց, Ամիրյան, Տիգրան Մեծ, Խանջյան, Սայաթ Նովա փողոցներով եւ կավարտվի Ազատության հրապարակում։
Հիշեցնենք, որ նախօրեին ՀՀ վարչապետ Նիկոլ Փաշինյանն այցելել է Ջերմուկ հանդիպել քաղաքի բնակիչների հետ, նաեւ եղել է հարակից գյուղերում: Բնակչության մեծամասնությունը դեմ է արտահայտվել հանքարդյունաբերությանը:
Վարչապետը հայտարարել է, որ հանձնարարել է «Էլարդի» եզրակացությունն ուղարկել շրջակա միջավայրի նախարարություն՝ լրացուցիչ ուսումասիրության՝ պարզելու համար, թե արդյոք անհրաժեշտություն կա նոր ՇՄԱԳ անցկացնելու:
