ԱՄՆ վարչակազմը որոշել է վերականգնել 2019-ի արտաքին օգնության ծրագրերի ֆինանսավորումը, այդ թվում Հայաստանի համար

ԱՄՆ վարչակազմը որոշեց վերականգնել ֆինանսավորումը 2019 թ. արտաքին օգնության ծրագրերի վերաբերյալ, ներառյալ ընթացիկ տարվա Հայաստանի համար նախատեսված ամերիկյան օժանդակությունը, հաղորդում է «Ամերիկայի ձայնը»:

 

Թրամփի վարչակազմը հետ կանգնեց արտաքին օգնության ֆինանսավորման կրճատման գաղափարից: Ինչը ենթադրում է արտաքին օժանդակության սառեցված 4 միլիարդ դոլարի վերականգնում:

 

Դրա արդյունքում կֆինանսավորվեն 2019 թվականի համար հաստատված արտաքին օգնության ծրագրերը, ներառյալ ընթացիկ տարվա Հայաստանի համար նախատեսված ամերիկյան օգնությունը:

 

Ինչ վերաբերվում է 2020 թվականի ամերիկյան օգնության հատկացումներին, ներառյալ Հայաստանին ու հայկական ծրագրերին, ապա այս ուղղությամբ քննարկումները կշարունակվեն ԱՄՆ Սենատում սեպտեմբերին, երբ ԱՄՆ Կոնգրեսը վերադառնա արձակուրդից: Դա վերաբերում է նաև Հայաստանին հավելյալ 40 միլիոն դոլարի հատկացման օրինագծի փոփոխությանն ու Լեռնային Ղարաբաղի ականազերծման ծրագրին:

 

Հիշեցնենք, որ նախագահ Թրամփի վարչակազմը ձգտում էր դադարեցնել արտաքին օգնության ծրագրերի ֆինանսավորումը՝ դրանք որակելով ոչ անհրաժեշտ և անիմաստ և սառեցրել էր 4 միլիարդ դոլարի տրամադրումը, որն արդեն հաստատված էր Կոնգրեսի կողմից:

 

«ԱՄՆ-ում հատկացումների գործընթացը բավականին բարդեցված է: Նախ առաջարկությամբ հանդես է գալիս վարչակազմը: Այնուհետև արտաքին օգնության նախագիծը քննարկում են Կոնգրեսի երկու պալատները և հանգում համաձայնության ու վերջապես, նախագահը ստորագրում է կամ չի ստորագրում օրինագիծը: Այս պահին հարաբերությունները նախագահ Թրամփի և Կոնգրեսի միջև հակասական են»,- ասում է քաղաքագետ Էմիլ Սանամյանը:

 

Սակայն Սպիտակ տունը հետ կանգնեց արտաքին օժանդակության միջոցների սառեցան և կրճատման գաղափարից այն բանից հետո , երբ հայտնի դարձավ, որ մի շարք բարձրաստիճան օրենսդիրներ դեմ են այս գաղափարին: Կոնգրեսի հաստատված միջոցների կրճատմանն ընդդիմացան ինչպես դեմոկրատ, այնպես էլ հանրապետական օրենսդիրները:

 

«Այս վարչակազմը ցանկանում է որքան հնարավոր է քիչ ծախսել արտաքին օգնության ծրագրերի վրա՝ քաղաքական ճնշում գործադրելով հնարավորինս շատ կրճատումներ իրականացնելու համար»,- ասում է քաղաքագետ Էմիլ Սանամյանը:

 

Միևնույն ժամանակ վարչակազմն իր դժգոհություն է հայտնել ԱՄՆ կոնգրեսականների դիրքրորոշման կապակցությամբ: Սպիտակ տունը հայտարարել է, որ ակնհատ է, որ շատ կոնգրեսականներ չեն աջակցում միջոցների անիմաստ վատման դադարեցման ջանքերին:

 

ԱՄՆ Ներկայացուցիչների պալատի խոսնակ, դեմոկրատ Նենսի Փելոսին հայտարարել է, որ այդ օժանդակության դադարեցումը կխախտեր կողմերի միջև վստահությունը բյուջեի հաստատման գործընթացի շուրջ:

 

Իրենց հերթին հանրապետական երկու ազդեցիկ օրենսդիրներ, սենատոր Լինդսի Գրեհամն ու կոնգրեսական Հոլ Ռոջերսը նշել են, որ արտաքին օգնության միջոցների սառեցումը վնաս կհասցներ ազգային անվտանգությանն ու հակաահաբեկչական ջանքերին, ինչպես նաև խնդիրներ կստեղծի Սպիտակ տան և Կոնգրեսի միջև բյուջեյի հարցերով բանակցություններում:
