The HALO Trust կազմակերպության ներկայացուցիչները պատասխանել են «Ամերիկայի Ձայն»-ի գրավոր հարցմանը՝ Լեռնային Ղարաբաղում ականազերծման իրականացման վերաբերյալ:

 

Արդյոք առկա՞ է ԼՂ-ում ականազերծման ծրագրին ԱՄՆ-ի աջակցության դադարեցման իրական վտանգ:

 

Լեռնային Ղարաբաղում իրականացվող ականազերծման ծրագիրը, որն իրականացվում է The HALO Trust-ի կողմից, ԱՄՆ-ի Միջազգային զարգացման գործակալության ծրագրի շրջանակներում նպաստել է Ղարաբաղի ամբողջ բնակչության 80 տոկոսից ավելիին՝ կտրուկ նվազեցնելով ականների եւ պայթուցիկների պատճառով տուժած քաղաքացիական անձանց թիվը: Հազարավոր ակր հող հնարավոր է եղել վերադարձնել անվտանգ եւ արդյունավետ օգտագործման: Այդուհանդերձ ԱՄՆ-ի Միջազգային զարգացման գործակալությունը վերջերս ազդարարեց մարդկային կյանքեր փրկող այս ծրագրի ֆինանսավորումը դադարեցնելու հավանականության մասին։

 

Թեեւ Միացյալ Նահանգները ներկա պահին միակ պետությունն է, որը ֆինանսավորում է Ղարաբաղում ականազերծման աշխատանքները, HALO Trust-ը միջոցներ է ստանում նաեւ մասնավոր բարեգարծական հիմնադրամների եւ անձանց կողմից: Միացյալ Նահանգների օգնությունը սակայն միշտ եղել է Ղարաբաղում իրականացվող HALO-ի ծրագրերի հիմնասյունը, դրա դադարեցումը կստիպի HALO-ին զգալիորեն նվազեցնել աշխատանքները Ղարաբաղում, որը նաեւ առանց աշխատանքի կթողնի այդտեղ բնակվող հարյուրավոր տղամարդկանց ու կանանց: Նման քայլը նաեւ անորոշ ժամանակով կհետաձգի ականներից զերծ Ղարաբաղի հեռանկարը: 2019-ի երկրորդ կեսին սպսվող ֆինանսավորման հնարավոր դադարեցումը HALO-ին բավարար ժամանակ եւ ռեսուրսներ չի տրամադրում, որպեսզի ականազերծման աշխատանքների իրականացումն ի վերջո հանձնվի տեղական կազմակերպություններին:

 

Անկախ վարչակազմի վերջնական որոշումից, HALO-ն չի նախատեսում հեռանալ Ղարաբաղից եւ մնում է նվիրված քաղաքացիական անձանց եւ նրանց ունեցվածքի պաշտպանությանը: Հույս ունենք, որ ծրագրի պահպանմանն ուղղված Կոնգրեսի երկու կուսակցությունների անդամների, վարչակազմը կվերանայի իր որոշումը: Այս ծրագրի շարունակական աջակցությունը ընդամենը համեստ ներդրում է, որը Ամերիկայի բարի կամքի վառ դրսեւորում է եւ, որը իրական մարդասիրական օգնություն է աշխարհի մեկուսացված այս շրջանի համար:​

 

Որքա՞ն գումար է անհրաժեշտ HALO Trust-ին Ղարաբաղում ականազերծման աշխատանքները լիարժեք ավարտելու համար եւ որքա՞ն ժամանակ կպահանջվի դրա իրականացումը:

 

Աշխատանքներն ավարտված չեն ինչը ենթադրում է, որ Ղարաբաղի խաղաղ բնակչությանը սպառնացող այս գործոնը դեռ չեզոքացված չէ։ Հատկապես հաշվի առնելով, որ այս շրջանների բնակչության համար հողի հետ գործը ունի կենսական նշանակություն։ Մնացած ականների քանակը լիարժեք հաշվարկելու համար, HALO Trust-ը ներկայումս Ղարաբաղում համապարփակ ուսումնասիրություն է իրականացնում: Մինչ այդ գործընթացի ավարտը կանխատեսումներն իրատեսական չեն: Շարունակական ամերիկյան աջակցությունն անհրաժեշտ է նաեւ այդ ուսումնասիրությունը ժամանակին իրականացնելու համար:
