Արցախի ՄԻՊ Արտակ Բեգլարյանը Ֆեյսբուքի իր էջում անդրադարձել է Արցախում սեպտեմբերի 8-ին կայանալիք ՏԻՄ ընտրություններին: 

 

 

 

Նրա գրառումն ամբողջությամբ՝ ստորև.

 

«Սեպտեմբերի 8-ին Արցախի բոլոր համայնքներում տեղական ինքնակառավարման մարմինների ընտրություններ են:
Որպես Մարդու իրավունքների պաշտպան ու սրտացավ քաղաքացի՝ շատ եմ կարևորում տեղական ինքնակառավարման ինստիտուտի կայացումը, քանի որ այն իրավունքների պաշտպանության, ժողովրդավարության ամրապնդման և արդյունավետ կառավարման կարևոր օղակ է:
ՄԻՊ գրասենյակն առանձին հայտարարություն կանի ընտրություններում իր անելիքների մասին՝ մեր լիազորությունների շրջանակներում քաղաքացիների իրավունքների պաշտպանությունը երաշխավորելու համար: 

 

Սակայն ես այսօր, որպես Ստեփանակերտի բնակիչ, կուզեի հույս հայտնել, որ ընտրությունների արդյունքում այնպիսի թիմ կձևավորվի, որն ի վիճակի կլինի լուծել մայրաքաղաքի բնակիչների առջև ծառացած հիմնախնդիրների գոնե մի մասը: Օբյեկտիվ ու սուբյեկտիվ պատճառներով բազմաթիվ հիմնախնդիրներ են կուտակվել, որոնց լուծմանը կարելի է հասնել նախաձեռնողականության, հետևողականության, ստեղծագործականության, արհեստավարժության ու համայնքային աշխատանքի միջոցով:

 

 

 

Ակնկալում եմ, որ քարոզարշավում կլսեմ թեկնածուների հիմնավոր մոտեցումները, թե ինչպես են պատրաստվում այդ հիմնախնդիրները լուծել: Որքան էլ «ինչ» հարցը կարևոր է, ինձ համար հոդաբաշխ «ինչպես»-ը ամենակարևորն է, առավել ևս, երբ մեր հայրենիքում (և՛ պետական, և՛ մասնավոր կառավարման ոլորտներում) շատ խնդիրների պատճառներից մեկը «ինչպես»-ի հանդեպ ոչ արհեստավարժ մոտեցումն է:
Էլ չասեմ, որ ինչ թիմ էլ ընտրվի մայրաքաղաքում, ես սիրով պատրաստ եմ իմ գիտելիքներով, կարողություններով ու լիազորություններով աջակցել նրան առկա հիմնախնդիրների լուծմանը, ինչպես և ձգտել եմ անել նաև նախընթաց շրջանում»։

 

Հիշեցնենք, որ Արցախում այսօր՝ օգոստոսի 16-ին, մեկնարկեց ՏԻՄ ընտրությունների քարոզարշավը, որ կավարտվի սեպտեմբերի 6-ին։
