Գաղտնիք չէ, որ տարիներ շարունակ Սփյուռքը Հայաստանի համար դիտարկվել է, այսպես ասենք՝ քսակ, փողի աղբյուր, վստահության դեֆիցիտ ենք ունեցել, Սփյուռքի հետ հարաբերությունները հիմնականում ձևական բնույթ են ունեցել, եղել հայտարարությունների մակարդակում… Տպավորություն է, որ գործող իշխանությունը մերժում է նախկին գործելաոճը. ի՞նչ են լցնում դրա փոխարեն, ո՞րն է հիմա Հայաստան-Սփյուռք հարաբերությունների բովանդակությունը, հիմքը: «Առաջին լրատվական»-ի այս հարցին ի պատասխան՝ Սոցիալ-դեմոկրատ Հնչակյան կուսակցության վարչության ատենապետ Համբիկ Սարաֆյանը մասնավորապես ասաց. «Նոր հայեցակարգի բացակայության դեպքում դեռ հնարավոր չէ ասել՝ ինչպիսին է Հայաստանի այսօրվա իշխանությունների մոտեցումը Հայաստան-Սփյուռք հարաբերություններին: Թեև նախկինում եղել են նշված բոլոր երևույթները, բայց միշտ ցանկություն եղել է ինչ-որ բանով կարգավորել այդ հարաբերությունները, ինչու չէ՝ նաև դարձնել շատ ավելի արդյունավետ, քան եզել է նախկինում»:

«Իրականությունն այն է, որ Սփյուռքը շատ լայն հասկացողություն է, բազմաշերտ հասկացողություն է, և շատ կարևոր է, որ այս փոփոխություններից հետո ճիշտ հիմքերի վրա դրվեն Հայաստան-Սփյուռք հարաբերությունները»,- նշեց նա, ապա հավելեց, որ Սփյուռքում պահպանվում է խանդավառությունը, բայց ինչպես պետք է տեղի ունենա համագործակցության պրոցեսը, ի՞նչ մեխանիզմով. դժվարությունը դա է:
