ՀՀ նախկին վարչապետ Հրանտ Բագրատյանը ֆեյսբուքյան էջում գրառում է կատարել՝ վերլուծելով 2019 թվականի առաջին կիսամյակի պետբյուջեի ծախսերը: Նա, մասնավորապես, գրել է.

 

«2019-ի առաջին կիսամյակի բյուջեի ծախսերն ավելի պակաս են, քան 2017-ին

 

Շարունակենք 2019-ի առաջին կիսամյակի պետական բյուջեի վերլուծությունը։ Այսօր խոսենք ծախսերից։ Ինչպես տեսանք եկամուտների պարագայում դրանց ավելացում կա, սակայն ոչ այնչափ, որչափ փողում են կառավարության անդամները։ Շարքային աճ է, որը մի անգամ չի, որ եղել է վերջին 25 տարվա բյուջետային պրակտիկայում։ Հարկեր/ՀՆԱ ցուցանիշը մնացել է նույն մակարդակի վրա։ Այդ ավելացումների հիմնական մասն էլ toxic ճյուղերն են. օրինակ, ավտոմեքենաների վաճառքը։ Toxic են, որովհետև վերարտադրվող չեն, վաղը մյուս օրը չեն լինելու։ Այո, առայժմ կա չնչին աճ հարկային վարչարարության հաշվին։ Բացառված չէ, սակայն, որ մինչև տարեվեջ և/կամ մյուս տարվա սկզբներին աճն անհետանա։ 2018-ին, օրինակ, երբ ներկա իշխանությունը կառավարեց 8 ամիս, նոյնպես անընդհատ խոսվում էր բյուջեի եկամուտների աճի մասին, բայց տարեվերջին այն փսկեց. պետական բյուջեի եկամուտները արդյունքում կազմեցին 1340.9 մլրդ դրամ, պլանավորված 1343.5-ի փոխարեն։ Իսկ դա, կներեք, պլանավորել էր նախկին "հանցավոր" ռեժիմը։

 

Հիմա անդրադառնանք ծախսերին։ Հասարակությունը, ժողովուրդը բյուջեին առնչվում է հենց ծախսերի միջոցով։ Այստեղից է երևում. ո՞վ և ի՞նչ ստացավ։ 2018-ին պետական բյուջեի ծախսերը կազմեցին 1446.3 մլրդ դրամ 2017-ի 1503.8-ի դիմաց։ Գիտե՞իք այդ մասին։ Հիմա 2019-ի առաջին կիսամյակում ծախսերը կազմեցին 636.6 մլրդ դրամ 2018-ի 610.3-ի դիմաց։ Այսինքն, դրանք ավել են ընդամենը 4.3%-ով։ Եթե դրանից հանում ենք 2% գնաճը 2019 և 2.4% գնաճը 2018թթ առաջին կիսամյակի համար, ապա ստացվում է 608.6 մլրդ դրամ։ Այսպիսով, բյուջեի ծախսերը 2019-ի 1-ին կիսամյակին ավել են 2018-ի համապատասխան ժամանակաշրջանից սոսկ 2.3% կամ 14.6 մլրդ դրամ, իսկ 2017-ի առաջին կիսամյակի նկատմամբ, աթոռից բռնեք, որ չընկնեք, .... պակաս են 12 մլրդ դրամով (2017-ի առաջին կիսամյակի ծախսերը կազմել են 620 մլրդ դրամ)։ Եվ առանց անհարմար զգալու վարչապետն ու կառավարությունը խոսում են տնտեսական հեղափոխության և բյուջեի աճի մասին։
Հարց է առաջանում, իսկ ու՞ր են փողերը։ Չ՞է որ եկամուտների փոքրիկ, համեստ (ոչ այնքան, ինչքան փողվում է) աճ, այնուամենայնիվ, կա։ Սա արդեն հանելուկ է։ Մամուլում արդեն նշվել է, որ կառավարությունը այդ փողերը դեպոզիտ է դրել ԿԲ-ում կամ առևտրային բանկերում։ Կառավարությունից ոչ-ոք բացատրություն չի տվել։ Ի՞նչի համար։ Ի՞նչու է փողը տնտեսությունից հանվում։ Եթե "սև" օրվա համար փող է խնայվում, ապա դրա համար կան ԿԲ պահուստները։ Եթե ֆիննախը դրանով ստերիլիզացնում է toxic եկամուտները (ինչն, ի դեպ, տրամաբանական կլիներ), ապա պիտի նկատենք, որ 2019-ի բյուջեի մասին օրենքով նման ծախս նախատեսված չէ։ Իսկ սա ապօրինի տնտեսական գործունեություն է։ Դժվարանում եմ ասել, թա այս կամայականությունները ու՞ր են տանելու»։
