Ստվերում, բայց ոչ պասիվ. Սուրեն Պապիկյանի «օգնությունը» Փաշինյանին
ANALYSISՏարածքային կառավարման և ենթակառուցվածքների նախարար Սուրեն Պապիկյանն իրավամբ համարվում է Նիկոլ Փաշինյանի կաբինետի գորշ կարդինալներից մեկը: Պապիկյանը հաջողացրել է զերծ մնալ տարատեսակ սկանդալների մեջ հայտնվելուց, ինչից չեն խուսափել նրա շատ ու շատ թիմակիցներ: Սակայն դա չի նշանակում, որ նախարարը չի աշխատել, այն էլ ինչպես է աշխատել: Ընդամենը վերջերս էր մամուլում տեղեկություն տարածվել, որ նրա հանձնարարությամբ պետական կառավարման համակարգը համալրվում է կուսակցության անդամներով: Պապիկյանը հանձնարարել է պետական համակարգը մաքրել ոչ միայն նախկին իշխանության հետ կապ ունեցող մարդկանցից, այլև անգամ նրանց ազգականներից:
Բացի այդ տպավորություն է, որ հենց նախարարն է մարզպետներին դուխ տվել, տեղերում դիմել որոշ հակաօրինական գործողությունների, որոնք կարող են վերջնարդյունքում օգնել՝ ազատվել նախկին համայնքապետներից: Օրինակ՝ համայնքներում հերթական և արտահերթ ընտրությունների նշանակման հետ կապված արձանագրվում են օրենսդրական պահանջների խախտումներ, իսկ որոշ դեպքերում այդ օրերը նշանակվում են այնպես, որ համայնքի ղեկավարի լիազորությունների ավարտի ու նոր ընտրությունների օրերի միջանկյալ ժամանակահատվածում նշանակվում են պաշտոնակատարներ, որոնց պաշտոնավարման ժամկետը (նշանակովի լինելով) բավականին տևական է լինում՝ ըստ էության բերելով ինքնակառավարման իրավունքի սահմանափակման։ ՀՀ օրենսդրության պահանջները չապահովելու վերջին օրինակներից է ՀՀ Արմավիրի մարզի Փարաքար համայնքում համայնքի ղեկավարի հերթական ընտրությունների օր չնշանակելը։
Բացի այդ, նախարարի անմիջական կուռացիայի տակ են գտնվում այն օրենսդրական նախաձեռնությունները, որոնք միտված են ՏԻՄ-ը վերահսկելի դարձնելուն: Բնապահպանների պնդմամբ՝ նախարարն անգամ Ջերմուկի ավագանուն է փորձում ճնշել՝ մետաղական հանքի շահագործման թույլտվություն կորզելու համար: Ամեն բան այնքան էլ միանշանակ չէր նաև մարզպետների ինքնապարգևատրման աղմուկ հանած հարցում: Չի բացառվում, որ այդ քայլը այնքան էլ ինքնաբուխ չէր և ընդամենը վարձատրություն էր մարզպետներին՝ ընտրությունների ժամանակ Փաշինյանի թիմի համար լավ աշխատելու դիմաց: Սա իրականում հենց այն սև գործն է, որը Պապիկյանը հաջողությամբ անում է Փաշինյանի համար՝ մնալով ստվերում…
