Ռուսաստանը Ռոբերտ Քոչարյանի հարցը լուծեց մինչև հեղափոխությունը
ANALYSISՍերժ Սարգսյանը կարող էր վարչապետ դառնալ նաև հին Սահմանադրությամբ, ասում է ՀՀԿ-ական Դավիթ Հարությունյանը՝ խոսելով Սահմանադրության 2015 թվականի փոփոխությունը Սերժ Սարգսյանի «հագով կարելու» մասին: Հարությունյանը շոշափում է առանցքային խնդիր, որը վերաբերում է ոչ միայն Սերժ Սարգսյանին և նախկին ժամանակահատվածին, այլ նաև ներկայիս իրողություններին, հանրային օրակարգին և նախկին համակարգի միջև ներկայումս եղած փոխհարաբերությանը: Սերժ Սարգսյանը կարող էր դառնալ վարչապետ նաև հին Սահմանադրությամբ, սակայն հին Սահմանադրությամբ նա պետք է լուծեր նաև ինչ-որ մեկին նախագահ դարձնելու հարցը, ընդ որում՝ առաջնային իշխանական մանդատով և ռեալ իշխանությամբ օժտված նախագահ: Իսկ դա նշանակելու էր ներհամակարգային կոնսենսուս, այսինքն՝ Սերժ Սարգսյանը պետք է գնար համակարգի ներսում փոխզիջումների, որովհետև դրածո նախագահի գործոնն աշխատել չէր կարող: Սարգսյանը Հայաստանի իշխանությունում չուներ Պուտինի դիրքերը, որպեսզի իրականացներ «ժառանգորդ» օպերացիան և հետո վերադառնար իշխանության: Դա Հայաստանում էլ կարող էր անել Պուտինը, բայց այստեղ էլ հատկանշական պահ է այն, որ Ռուսաստանը փաստորեն չի դիմադրել հարցն օրակարգից հանելու Սերժ Սարգսյանի որոշմանը:
Եվ այստեղ պետք է փնտրել նուրբ տողատակեր ներկայումս Ռոբերտ Քոչարյանի հանդեպ Պուտինի «աջակցության տեսության» վերաբերյալ: Որովհետև, Սերժ Սարգսյանից բացի, նախկին համակարգում կար մեկ էլ Ռոբերտ Քոչարյան, և փոխզիջումը պետք է լիներ նրանց միջև:
Եթե Սերժ Սարգսյանը հին Սահմանադրությամբ դառնար վարչապետ, ապա նախագահ պետք է դառնար անձը, որը կվայելեր Ռոբերտ Քոչարյանի թևի վստահությունը: Այստեղ է ամբողջ հարցը, և այդ փոխհամաձայնությունից է, որ խուսափեց Սերժ Սարգսյանը՝ Սահմանադրությունը փոխելով:
Սարգսյանի այդ քայլը փաստացի արժանացավ Ռուսաստանի հավանությունը և 2017-ի մարտին Պուտինը բավականին միարժեք հայտարարեց, որ ակնկալում են Հայաստանի անցումային փուլի սահուն ընթացքը Սերժ Սարգսյանի գլխավորությամբ: Գործնականում, Հայաստանի կառավարման մոդելի փոփոխությամբ Ռուսաստանն է իրեն ազատել Հայաստանի իշխանության հարցում լրջագույն դիլեմայից՝ ներիշխանական թևերի միջև կոմպրոմիս ապահովելուց: Հարց, որին Մոսկվան բախվել է 2007-08 թվերին՝ դրանից հետո խորքային առումով կանգնելով լրջագույն խնդիրների առաջ:
Հայաստանի Սահմանադրության փոփոխությամբ Կրեմլը փաստացի հրաժարվեց երկրորդ անգամ նույն դիլեմայի առաջ հայտնվելու վտանգավոր հեռանկարից:
