Մեր երկրի մոտ 146 հազար աշխատողների աշխատավարձեր կավելանան. Փաշինյան
SOCIETYՎարչապետ Նիկոլ Փաշինյանը Շիրակի մարզում կազմակերպված գործարար-ներդրումային համաժողովի ժամանակ իր ելույթում անդրադարձավ Հարկային օրենսգքրում կատարված փոփոխություններին, որոնք վերաբերում են համահարթ եկամտահարկ սահմանելուն: Այս դրույթը տևական ժամանակ է քննադատության է ենթարկվում:
Նիկոլ Փաշինյանն ասաց, որ համահարթ եկամտահարկի արդյունքում 2020 թվականի հունվարի 1-ից մեր երկրի շուրջ 146 հազար աշխատողների աշխատավարձեր կավելանան: Բայց իրականում սա մեր աշխատողների փոքրամասնությունն է:
«Հետևաբար, արդյոք արդարացվա՞ծ են քննադատությունները համահարթ եկամտահարկի վերաբերյալ: Ես կարծում եմ, որ մենք այնուամենայնիվ ճիշտ որոշում ենք կայացրել երկու նկատառումներով:
Այսօր էլ գիտեք, որ ՀՀ-ում շատ լայնորեն տարածված է ստվերային աշխատավարձի պրակտիկան, և համահարթ եկամտահարկի ներմուծմամբ մենք շանս ենք ստեղծում, որպեսզի աշխատողները և գործատուներն այս ստվերը դուրս բերելու կոնկրետ հնարավորություն ստանան: Եվ մենք պետք է որոշակի ժամանակ սպասենք՝ հասկանալու համար, թե ստվերային և ոչ ստվերային աշխատավարձի այս հարաբերակցությունն ինչպես է փոխվում, որից հետո նաև որոշակի վերլուծություն կարող ենք անել:
Բայց ես ուզում եմ նաև ասել, որ առաջիկա տարիներին, արդեն իսկ դա սահմանված է Հարկային օրենսգրքով, մենք համահարթ եկամտահարկի շեմն իջեցնելու ենք՝ դարձնելով 20 տոկոս: Եվ բոլորի համար եկամտահարկը նվազում է: Իսկ հետագայում, թե ինչ քաղաքականություն կվարենք այս ուղղությամբ, դա ցույց կտան մեր քննարկումները»,- ասաց Փաշինյանը:
Նա նշեց, որ այսպիսի քաղաքականության որդեգրումը կապված է նաև Հայաստանի ապագայի վերաբերյալ կառավարության պատկերացումներով: Կառավարությանը քննադատատում են նրա համար, որ ասում են՝ այս քաղաքականությունը վարվում է բարձր աշխատավարձեր ստացողների համար և բարձր աշխատավարձեր ստացողների շահերը հաշվի առնելով: «Եվ մենք ասում ենք՝ այո, մենք հենց այպիսի քաղաքականություն ենք վարում, որովհետև մենք վարում ենք բարձր աշխատավարձի քաղաքականություն: Ապագայի մասին մեր պատկերացումը հենց դա է:
Երբ հայտարարում ենք, որ Հայաստանը պետք է լինի տեխնոլոգիական երկիր, նաև դա նկատի ունենք, որ ՀՀ-ում ցածր աշխատավարձային սեգմենտի աշխատուժ ընդհանրապես չպետք է լինի երկարաժամկետ կտրվածքով: ՀՀ-ում աշխատանքի շուկան պետք է լինի բարձր աշխատավարձերով աչքի ընկնող, և ՀՀ աշխատուժը պետք է լինի բարձր աշխատուժ:
Մեր երկրում չպետք է ընդհանրապես ընդունված լինի, որևէ մեկի մտքով անցնել, որ կարող է 80 հազար դրամանոց աշխատանք անել և 80 հազար դրամանոց աշխատատեղ ունենալ: Եվ այս խնդրի լուծման համար մեր ռազմավարական պատկերացումը մեր երկրի արդյունաբերացումն է»,- հավելեց նա:
Հարկային օրենսգրքի հաջորդ փուլի մշակումներով, ըստ վարչապետի, պետք է լուծել այս խնդիրը, թե ինչպես է կառավարությունը կարողանում աջակցել վերամշակվող արդյունաբերությանը և ինչպես է կարողանում այս առումով նպաստել արտահանում իրականացնող արտադրություններին:
