Նոր բացահայտում՝ «Սեւան ազգային պարկում»
SOCIETYՈստիկանության կազմակերպված հանցավորության դեմ պայքարի գլխավոր վարչության կոռուպցիայի եւ տնտեսական գործունեության դեմ ուղղված հանցագործությունների հակազդման վարչությունում օպերատիվ տեղեկություններ են ստացվել Գեղարքունիքի մարզում կատարված ապօրինությունների վերաբերյալ։
Ոստիկանությունից NEWS.am-ին հայտնում են, որ տեղեկությունների հիման վրա ձեռնարկված օպերատիվ-հետախուզական միջոցառումների արդյունքում պարզվել է հետեւյալը։ Նախնական տվյալներով՝ 2013 թվականին բնապահպանության նախարարության բնապահպանական ծրագրերի իրականացման գրասենյակի եւ «Ճամբարակի ճանապարհաշինարարական շահագործման ձեռնարկություն» բաց բաժնետիրական ընկերության միջեւ պայմանագիր է կնքվել, որի համաձայն՝ ընկերությունը 2013-2015 թվականների ընթացքում պետք է 368․776․320 դրամով «Սեւան ազգային պարկի» Վարդենիսի, Նորատուսի եւ Մարտունու մասնաճյուղերի ափամերձ եւ ջրածածկ հատվածներում՝ ընդհանուր 285 հեկտար մակերեսով, անտառամաքրման աշխատանքներ իրականացներ։ Մաքրման աշխատանքների նկատմամբ տեխնիկական հսկողություն է իրականացրել «ՀՀ նախագծերի պետական արտագերատեսչական փորձաքննություն» փակ բաժնետիրական ընկերությունը։ 2015 թվականին կազմվել ու բնապահպանության նախարարության բնապահպանական ծրագրերի իրականացման գրասենյակի եւ «ՀՀ նախագծերի պետական արտագերատեսչական փորձաքննություն» փակ բաժնետիրական ընկերության պաշտոնատար անձանց կողմից ստորագրվել են մաքրման աշխատանքների ամբողջ ծավալով կատարված լինելու վերաբերյալ ակնհայտ կեղծ կատարողական ակտեր, քանի որ «Ճամբարակի ճանապարհաշինարարական շահագործման ձեռնարկություն» բաց բաժնետիրական ընկերությունը մաքրման աշխատանքները փաստացի ամբողջ ծավալով կատարած չի եղել։ Բնապահպանության նախարարի հրամանով աշխատանքները վերջնական ընդունելու համար ստեղծված հանձնաժողովի անդամներն էլ, հանդիսանալով ժամանակավոր կարգադրիչ լիազորություններով օժտված պաշտոնատար անձինք, խմբային շահերից ելնելով, իրենց պաշտոնեական դիրքը ծառայության շահերին հակառակ են օգտագործել ու ստորագրել են աշխատանքներն ամբողջ ծավալով կատարված լինելու եւ դրանք ընդունելու վերաբերյալ ակնհայտ կեղծ փաստաթուղթ հանդիսացող ակտը, ինչի հետեւանքով «Ճամբարակի ճանապարհաշինարարական շահագործման ձեռնարկություն» բաց բաժնետիրական ընկերության տնօրինությունը յուրացրել է առանձնապես խոշոր չափերի ՝ 24 միլիոն 630 դրամից ավելի գումար՝ պետությանը պատճառելով էական վնաս։
