«Երիտասարդական հիմնադրամը պայմանագիր չի ներկայացրել». Գիտության կոմիտեի արձագանքը
SOCIETY«Փաստն» օրերս անդրադարձել էր երիտասարդ գիտնականների աջակցության ծրագրին (ԵԳԱԾ), գիտնականների մտահոգություններին, որ ծրագիրը կասեցվել է, սակայն դրա ֆինանսավորումը դադարեցված չէ: ԵԳԱԾ-ի ղեկավար մարմնի անդամ Հայկ Զաքարյանը «Փաստի» հետ զրույցում նշել էր, որ ամեն տարի գիտության կոմիտեն Հայաստանի երիտասարդական հիմնադրամին (ՀԵՀ) նվիրաբերում էր 100 մլն դրամ, ինչից հետո ԵԳԱԾ ղեկավար մարմինը կազմակերպում էր մրցույթը, հայտարարում հաղթողին, նրանք էլ իրենց հերթին պայմանագիր էին կնքում ՀԵՀ-ի հետ և ստանում այդ գումարները:
Այսպիսով՝ հիմնադրամը խողովակ էր պետության և ծրագրի միջև:
Գիտության կոմիտեից արձագանքեցին մեր այս հրապարակմանը, մասնավորապես՝ մեկնաբանություններ տրամադրեց կոմիտեի գլխավոր քարտուղար Լևոն Մարդոյանը, որը հաստատեց՝ կոմիտեն մշտապես պայմանագիր է կնքել հիմնադրամի, ոչ թե ԵԳԱԾ-ի հետ: «Այդ պայմանագրով գումարները փոխանցում ենք հիմնադրամին, որն էլ այն տրամադրում է ԵԳԱԾ-ին: Երիտասարդական հիմնադրամը մինչ այժմ մեզ չի դիմել, պայմանագիրը չի բերել, իսկ փոխանցումն առանց պայմանագրի իրավունք չունենք կատարելու:
Իսկ ե՞րբ կլինի այդ պայմանագիրը, չգիտեմ: Նույն հարցով մեր աշխատակիցները փորձել են կապվել հիմնադրամի հետ, բայց ապարդյուն: Հարցը սա է, ուրիշ որևէ խնդիր չկա: Կա կառավարության՝ 2018 թվականի դեկտեմբերի 27-ի № 1515 որոշումը, 8.2 հավելվածը, որտեղ ընդգրկված է այդ ծրագիրը: Այսինքն՝ բյուջեում ընդգրկված է 100 մլն դրամ հատկացնելու ծրագիրը (նաև 20 միլիոն՝ որպես ավելացված արժեքի հարկ- խմբ.): Երբ պայմանագիրը լինի, «Բյուջեի մասին» օրենքով բոլոր փոխանցումները կկատարենք:
Խնդիրը կոմիտեի գործունեության հետ կապ չունի», - նշում է Մարդոյանը՝ անդրադառնալով նաև այն հնարավորությանը, որ գուցե երիտասարդական հիմնադրամի փոխարեն լինի իրավաբանական այլ անձ, որին կկատարվեն փոխանցումները:
«Եթե խոսք լինի իրավաբանական այլ անձի հետ պայմանագիր կնքելու մասին, ապա համապատասխան հավելվածը, որտեղ նշված է, որ կոմիտեն գումարը փոխանցում է երիտասարդական հիմնադրամին, պետք է փոխվի: Բացի դա, պետք է փոխվի նաև կառավարության որոշումը, լինի ֆինանսների և արդարադատության նախարարությունների թույլտվությունը, ինչից հետո հարցը պետք է քննարկվի կառավարության նիստում, որտեղ կտրվի դրական կամ բացասական պատասխան: Սա բավական ժամանակատար գործընթաց է», - ասում է կոմիտեի գլխավոր քարտուղարը:
