Կիրառել պատժիչ նոր գործիքներ
SOCIETYԵրթևեկության վիճակը, վթարների աճը և, ինչը հատկապես ցավալի է, զոհերի քանակը գտնվում են բոլորի ուշադրության կենտրոնում: Վիճակագրությունը անհանգստացնող է ու սթափեցնող, սակայն երթևեկության մասնակիցները, կարծես թե, երբեմն չեն մտածում ո՛չ իրենց, ո՛չ էլ ուրիշների կյանքի և առողջության մասին:
Եվ այսպես՝ միայն 2018 թվականին գրանցվել է 4113 ճանապարհատրանսպորտային պատահար, զոհվել է 343 մարդ, վիրավորվել՝ 5948-ը: ՀՀ ոստիկանապետ Վալերիյ Օսիպյանը կառավարության վերջին նիստի ժամանակ նշեց, որ, 2019 թվականի ապրիլի 10-ի դրությամբ, գրանցվել է 2203 ՃՏՊ, 69 մարդ զոհվել է, վիրավորվել՝ 3312-ը: Հիշեցնենք, որ միայն վերջին՝ Արարատի մարզի Զոդի կամրջի վրա տեղի ունեցած ողբերգական վթարի ժամանակ զոհվեց 7 մարդ, տուժածները մեկ տասնյակից ավելի էին, որոնք ստացել էին տարբեր կարգի մարմնական վնասվածքներ:
Փաստաբան Արտակ Խաչատրյանը «Փաստի» հետ զրույցում նշում է՝ տուգանքները, վարորդական իրավունքի կասեցումը կամ զրկումը չի նպաստի երթևեկության վիճակի բարելավմանը, վթարների թվի նվազեցմանը, քանի որ փորձը ցույց է տալիս, որ վարորդները տուգանվում են, պարտաճանաչ վճարում տուգանքները, որոշ ժամանակ հետո կատարում նույն խախտումը: «Վարորդների պատասխանատվության զգացումը ցածր է, պատժամիջոցներն էլ չեն գործում», ասում է փաստաբանը՝ շեշտելով, որ պետք է պատժի այլ գործիքներ կիրառել, օրինակ՝ հանրային աշխատանքը:
Փաստաբանը երթևեկության մեջ առկա խնդիրները կապում է ճանապարհային ոստիկանության աշխատանքի հետ, նշում՝ այնտեղ խորքային փոփոխություններ տեղի չեն ունենում, իսկ ճանապարհատրանսպորտային պատահարների մեծ մասի պատճառը, նրա կարծիքով, ճանապարհների վատ որակն է:
