Ես սպասում էի այս հանդիպմանը, շատ էի լսել՝ ինչ է կատարվում, և այստեղ տեսա մոտավորապես այն, ինչ սպասում էի, չեմ ուզում ասել՝ տեսա ավելին, ինչ սպասում էի, գիտեի, որ այն առավելն, ինչ սպասում էի, պիտի տեսնեի: Այս մասին, այսօր՝ հուլիսի 13-ին, Լոռու մարզի «Հայաստանի մանուկներ» բարեգործական հիմնադրամի (ՔՈԱՖ) ՍՄԱՐԹ կենտրոն կատարած այցելության ժամանակ նշեց ՀՀ վարչապետ Նիկոլ Փաշինյանը:

Վարչապետն անդրադարձավ նախորդ տարի տեղի ունեցած հեղափոխության տնտեսական հենքին՝ նշելով. «Պատմագիտության մեջ ընդունված է ասել, որ յուրաքանչյուր հեղափոխություն ունենում է իր տնտեսական հենքը: Ես այդ թեմայի մասին շատ եմ մտածել, եւ վերջերս արձանագրել եմ, որ մեր հեղափոխությունը նույնպես ունեցել իր տնտեսական հենքը: Իրականում Հայաստանում հեղափոխությունն սկսվել է շատ ավելի վաղ, քան այն տեղի է ունեցել:

Հեղափոխության տնտեսական հիմքը այն մարդիկ են, որոնք գիտության, կրթության, բիզնեսի ոլորտներում ցուցաբերել են նախաձեռնություններ, որոնք դուրս են եղել ավանդական օլիիգարխիկ, կոռումպացված տրամաբանության շրջանակից»:

Փաշինյանը հիշեցրեց, որ դեռ 2017-ին մի հոդված է գրել, որտեղ նշել է, որ Հայաստանը պատրաստ է տնտեսական թռիչքի. «Ես տեսնում էի, որ տեղի են ունենում նախաձեռնություններ: Ամենակարեւոր նախաձեռնությունը, որ հեղափոխական նշանակություն է ունեցել Հայաստանում, Սփյուռքի գործիչների վերաբերմունքի փոփոխությունն է ՀՀ-ում անելիքի վերաբերյալ: Երբ մի X պահից մարդիկ հասկացան, որ ոչ թե պետք է ուտելիք, գումար, շոր ու կոշիկ տալ ՀՀ բնակիչներին, այլ պետք է բարեգործության տրամաբանությունը փոխել զարգացման տրամաբանությամբ: Այսինքն ոչ թե պարզապես օգնել մարդկանց, այլ օգնել մարդկանց, որ նրանք հավատան իրենք իրենց»:

Վարչապետը ներկայացրեց այն բանաձեւը, որը հիմք դարձավ հեղափոխության. «Նախկինում մարդիկ հավատում էին քաղաքական առաջնորդներին, հույս էին կապում այդ առաջնորդների հետ, իսկ 2018-ին մարդիկ հավատացին իրենք իրենց, որ իրենք են որոշիչ ուժը ՀՀ-ում: Այդ պրոցեսը սկսվել էր շատ վաղուց, երբ մեր գյուղերում երեխաները ծնվում են ու տեսնում են ցեխոտ ու կիսաքանդ ճանապարհներ, խարխուլ տներ, աշխատող ու չարչարվող ծնողներ, որոնց աշխատանքը նրանց բավարարություն չի բերում: Ու կողքից անընդհատ լսում են՝ բալա ջան, մենք ով ենք, ինչ կարող ենք անել, կամ դու ով ես, ինչ կարող ես անել, դու ոչ մեջք ունես, ոչ ծանոթ ու փող ունես, դու ոչինչ չես կարող անել:

Իսկ հեղափոխությունը մարդկանց ասում է մի բան՝ դուք կարող եք փոխել աշխարհը բառիս բուն իմաստով: Եվ այսպիսի կենտրոնների, հեղափոխության գաղափարական իմաստը հենց դա է, որ մարդիկ հավատան, որ կարող են փոխել աշխարհը, իսկ դրանից առաջ պետք է կարողանան փոխել իրենք իրենց, իրենց շրջապատը: Կառավարության դերն այն է, որ ստեղծի ենթակառուցվածքներ, որ մարդիկ հավատան իրենք իրենց»:
