Արսեն Թորոսյանն ու Էդուարդ Աղաջանյանը վիճեցին կառավարության նիստում. Վարչապետը պաշտպանեց նախարարի տեսակետը
VIDEOԱռողջապահության նախարար Արսեն Թորոսյանն այսօր՝ հուլիսի 11-ին, կառավարության նիստում առաջարկեց նիստի օրակարգի երկու հարցեր քննարկվող դարձնել, քանի որ ինքը դրանց վերաբերյալ ասելիք ունի. «Հանրային արձագանք եղել, դրա համար եմ ասում»,-ասաց նա:
Նշենք, որ խոսքը վերաբերում է ծառայողական մեքենաներին, մասնավորապես, առաջարկվում է 7 ավտոմեքենա կցել առողջապահական տեսչական մարմինին, մյուս որոշմամբ 73 ավտոմեքենա ամրագրվում է բոլոր տեսչական մարմիններին:
Վարչապետի աշխատակազմի ղեկավար Էդուարդ Աղաջանյանը նշեց, որ այս թեմայի առնչությամբ Facebook-ում գրառում էր արել «Իմ քայլը» խմբակցության պատգամավոր Էդգար Առաքելյանը, ով դեմ էր արտահայտվել «պադավատիզմին»:
Աղաջանյանը նշեց, որ այդ 73 ավտոմեքենաները չեն ավելացվում. «Դրանք այսօր փաստացի օգտագործվում են տեսչական մարմինների կողմից եւ այս որոշմամբ ընդամենը կատարում ենք 2015 թվականի որոշման պահանջը, որ կառավարությունը պետք է հաստատի բոլոր մարմիններում ծառայողական ավտոմեքենաների առավելագույն թիվը: Դա հնարավորություն չի ստեղծի այդ մարմիններում հետագայում հավելյալ ավտոմեքենաներ ձեռք բերել»,-ասաց Աղաջանյանը՝ նշելով, որ խոսքը 6 տեսչական մարմինների մասին է, որտեղ հազարից ավելի աշխատող կա:
«Կցված մեքենաներ ունեն միայն այդ տեսչական մարմինների ղեկավարները»,-ասաց նա:
Արսեն Թորոսյանը հակադարձեց, որ ամեն մի վարչությանը մեկ մեքենա է հատկացվում, ինչը նշանակում է, որ դրանք որպես կանոն վարչության պետերին են հասնում, որոնք չպետք է ունենան մեքենաներ, այլ պետք է լինի հերթապահ մեքենա, որը կօգտագործի ցանկացած աշխատակից:
«Մեր տեսչական մարմինը 7 մեքենա է ստանալու, ես չեմ ասում՝ դա շատ է, թե քիչ, բայց այն տրամաբանությունը. Որ դրել ենք, այստեղ խախտված է»,-ասաց առողջապահության նախարարը:
Էդուարդ Աղաջանյանը արձագանքեց. «Ոչ, սխալվում եք, այդ 7 ավտոմեքենաները չեն ավելանալու: Եվս 7 ավտոմեքենա դուրս է գրվել իրենց հաշվեկշռից, որոնք պիտակի չեն եղել»:
Վարչապետ Նիկոլ Փաշինյանը պաշտպանեց Արսեն Թորոսյանի տեսակետը. «Կարելի է մեքենաներն ամրագրել տեսչությանը, ոչ թե վարչություններին: Ինչու ենք ամրագրում վարչություններին, որ գնում դառնում է վարչության պետի ծառայողական մեքենա: Խոսքը տեսչական մարմնի ներսում գտնվողն վարչությունների մասին է, ինչու ենք նրանց մեքենա կցում»:
Արսեն Թորոսյանն էլ հավելեց. «Եթե վարչություններին ենք տալիս ավտոմեքենաները, ստացվում է, որ որքան վարչության կա, այդքան մեքենա ենք տալիս»:
Ի վերջո, որոշում կայացվեց այս երկու հարցերը հանել օրակարգից, եւս մեկ անգամ քննարկելու համար:
