Ամեն փայլող բան ոսկի չէ
ANALYSISՑանկացած պետության զարգացման հիմնասյունը տնտեսությունն է: Հաճախ այն պետությունները, որոնք չունեն լուրջ ռեսուրսներ, փորձում են իրենց զարգացման տրամպլինը փնտրել այլ երկրների զարգացման պատմության մեջ: Հայաստանում զարգացող տնտեսություն ասելիս հաճախ առաջ են քաշում Սինգապուրի օրինակը: Այդպես անում էր վարչապետ Կարեն Կարապետյանը, այդպես անում է Նիկոլ Փաշինյանը: Վերջինիս կողմից հնչեցրած տնտեսական հեղափոխություն բառակապակցությունից հետո վերոնշյալ քննարկումները դարձան ավելի արդիական: Սակայն փորձենք հասկանալ, թե ինչ ընդհանուր գծեր ունեն Սինգապուրն ու Հայաստանը, և որքան է վարչապետի խոսքը մոտ իրականությանը:
1867 թվականից սկսած՝ Սինգապուրը Բրիտանական կայսրության գաղութ էր՝ մի փոքրիկ կղզի ծովային ճանապարհների խաչմերուկում: Տնտեսական վերելքի ճանապարհն իրենց համար ստացվեց ոչ այնքան ցավոտ, որքան Հայաստանի համար: Անկախացումից ի վեր Սինգապուրը չստացավ որևէ տարածքային ամբողջականություն պահպանելու ժառանգություն, չունեցավ պատերազմ, այլ իր ողջ ռեսուրսը ուղղեց տնտեսական հրաշքի իրականացմանը: Հայաստանի պարագայում առկա է լրիվ այլ իրավիճակ: Ծովի բացակայություն, պատերազմական իրավիճակ, պետական բյուջեից երկրի անվտանգությանը հատկացվող ահռելի գումարներ, տարածաշրջանային բլոկադա, անկայուն հարևաններ… Այս շարքը կարելի է անվերջ շարունակել, բայց իմաստը, կարծում եմ, ըմբռնելի է բոլորի համար:
Մի փոքր խոսելով ներքին խոհանոցի մասին՝ պետք է արձանագրել, որ Սինգապուրի զարգացումը ինչ-որ տեղ դիկտատուրական ռեժիմի հիմնման արդյունք էր: Գողության համար ձեռքը կտրելու որոշում կայացնող իշխանությունները ազատ էին իրենց գործողություններում: Հայաստանի պես ժողովրդավար երկիրը Սինգապուրի մասին խոսելիս, կարծում եմ, պետք է հաշվի առնի այդ նրբությունները:
Չմոռանանք նաև ժամանակաշրջանների տարբերությունը: Աշխարհաքաղաքական իրադարձությունները տարբեր ժամանակներում ունեն տարբեր հետևանքներ: 60-ական թվականներին Սինգապուրում ծնելիության մակարդակը բավական բարձր էր, ինչը ունի իր որոշակի ազդեցությունը պետության զարգացման մեջ: Հայաստանի պարագայում իրավիճակը այլ է: Առանց այդ էլ փոքր շուկա, արտագաղթ, նոր իշխանություններից հիասթափված՝ երկրից հեռացող քաղաքացիներ, պատերազմ և այլն:
Գործող իշխանությունները պետք է դադարեն գործել ագռավի քաղաքականությամբ: Չէ՞ որ այն, ինչ հեռվից փայլուն է և լավը, ոչ միշտ է անհրաժեշտ և պիտանի:
