Թացը չորի հետ չխառնել. ինչպե՞ս կանխել ճանապարհային ողբերգությունները
SOCIETY«Հավանաբար բոլոր վարորդական իրավունքները պետք է չեղարկել և բոլորից նորից շատ խիստ քննություն վերցնել»։ Սա ասել է առողջապահության նախարար Արսեն Թորոսյանը՝ Վրաստանում տեղի ունեցած վթարի ազդեցության տակ: Ասել, որ սա ուղղակի զգացմունքային, չհիմնավորված ու շատ ծայրահեղ հայտարարություն է, նշանակում է ոչինչ չասել: Այն, որ վարորդական իրավունքի, վարորդների որակի, վարորդական մշակույթի հետ կապված լուրջ խնդիրներ ունենք, որ մեր շատ վարորդներ պատուհաս են դարձել, որևէ մեկի համար գաղտնիք չէ:
Այդ մասին ևս մեկ անգամ բարձրաձայնել ստիպեցին Զոդի կամրջի ու վերոնշյալ ողբերգությունը: Բայց խոսել վարորդական իրավունքների համատարած վերանայման մասին, ոչ միայն ծայրահեղություն է, այլև շատ վտանգավոր: Իրականում ոլորտի մասնագետները նշում են մի քանի առաջնային քայլ, որոնք հարկավոր է կարճ ժամկետներում իրականացնել և զուգահեռ մտածել համապարփակ լուծումների մասին:
Նախ՝ էապես շատացնել պետավտոտեսուչների ներկայությունը ճանապարհներին: Երկրորդ՝ նշվում է, որ պետք է արագացնել բալային համակարգի անցումը:
Բալային համակարգում հստակ սահմանել իր մեղքով վթարի պատճառ դարձած վարորդից, բացի ԱՊՊԱ համակարգի սիմվոլիկ տույժերը, զգալի միավորներ հանելը: Կան մասնագետներ, որոնք կարծում են, որ ալկոհոլ օգտագործած վարելու համար ոչ թե միավորներ է պետք հանել, այլ միանգամից 3 կամ 6 ամսով զրկել վարելու իրավունքից:
Ավելին, կա տեսակետ, որ պրոմիլային որոշակի շեմից հետո (ասենք՝ 0,5-ից) հարկավոր է պարզապես «քրեականացնել» այդ իրավախախտումը՝ օրենսդրության մեջ փոփոխելով նվազագույն ազատազրկման շեմը՝ սահմանելով նաև, ասենք, 1 ամիսը: Գուցե թե սա զսպի ոմանց հանցավոր ինքնավստահությունը: Վերջապես, կա մոտեցում, որ առաջին իսկ միավորների պաշարը սպառողներին 6 ամիս անց ոչ թե պետք է միանգամից վարորդական իրավունքի վկայական տալ, այլ ստիպել քննություն հանձնել: Կարելի է քննություն սահմանել նաև տարվա մեջ որոշակի քանակի (ասենք՝ 2-3) վթարի պատճառ դարձած վարորդների համար:
Սրանք բոլորն էլ քննարկելի առաջարկներ են, բայց փաստ է, որ թե՛ վերաքննությունների, թե՛ զսպող մեխանիզմների հստակ քայլեր կան, որ պետք է կատարվեն, այլ ոչ թե թացը չորի հետ խառնել: Ի վերջո, անհասկանալի է, թե ինչու պետք է քննություն հանձնի վարորդը, ով չունի իր մեղքով որևէ վթար, իսկ տարվա մեջ առավելագույնը 1 անգամ է տուգանվում:
