4000 մեքենա՝ առանց պետհամարանիշի. խնդիրը լուծում չի ստացել
SOCIETYՕրեր առաջ «Փաստի» հետ զրույցում «Վարորդի ընկեր» ԻՀԿ փոխնախագահ Դավիթ Պեդանյանը մտահոգություն էր հայտնել, որ փողոցներում հաճախ կարելի է հանդիպել առանց պետհամարանիշների մեքենաների: Խնդիրն այն էր, որ ժամանակին մաքսատանը գործում էր ոստիկանության կետ, որտեղ ներմուծված մեքենաներին տրամադրվում էին ժամանակավոր տրանզիտ պետհամարանիշներ, որոնցով նրանք պետք է հասնեին ՃՈ հաշվառմանքննական ստորաբաժանում և այնտեղ ստանային իրենց օրինական պետհամարանիշը: Սակայն մաքսատներից ոստիկանական կետերը հանել են: Մեքենաները մաքսազերծում են, սակայն տրանզիտ համարներ չեն տրամադրում: Դրա փոխարեն վարորդներին տալիս են թուղթ, որի վրա գրված է, որ մեքենայի սեփականատերը պարտավոր է սահմանված ժամկետում մաքսազերծել մեքենան:
Պեդանյանը «Փաստի» հետ զրույցում նշում է, որ իրենց ԻՀԿ-ն ավտոապահովագրողների բյուրոյից տեղեկացել է, որ այս տարվա առաջին վեց ամիսների դրությամբ մեքենաների ապահովագրություն կատարել է 50-60 հազար ավտոմեքենա, որոնցից 4000-ը՝ առանց պետհամարանիշի՝ VIN կոդի հիման վրա: «Ստացվում է, որ առանց պետհամարանիշի 4000 մեքենա երթևեկել է կամ երթևեկում է փողոցներով: Գուցե վարորդների մի մասն, օրենքին քաջատեղյակ լինելով, մեքենան չի շահագործել, բայց ապահովագրել է:
Բացի դա, այն մեքենաների վարորդները, որոնք ապահովագրել են դրանք առանց պետհամարանիշի, ամենայն հավանականությամբ, օրենքից տեղյակ չեն: Վարորդներից տեղեկացել ենք, որ մաքսային տեսչությունում իրենց մոլորության մեջ են գցում՝ ասելով, որ իրենց տված թղթով կարող են վարել մեքենան, ինչը ճիշտ չէ, օրենքի խախտում է և ենթադրում է 200 հազար դրամ տուգանք:
Թուղթը, որում գրված է, որ վարորդը 15 օրվա ընթացքում պետք է մաքսազերծի մեքենան և պետհամարանիշ ստանա, որևէ հիմք չէ ճանապարհային ոստիկանության համար: Այն բացառապես վարորդին տեղեկատվություն տրամադրելու համար է», ասում է Պեդանյանը՝ հավելելով, որ ստացվում է՝ բարձրացված խնդիրը լուծում չի ստացել:
