Ռոբերտ Քոչարյանի հետ ունեցած հանդիպման առնչությամբ ՌԴ դեսպան Սերգեյ Կոպիրկինն անցած ուրբաթ հրավիրվել է ԱԳՆ. իր ֆեյսբուքյան էջում գրել է ԱԺ արտաքին հարաբերությունների հանձնաժողովի նախագահ Ռուբեն Ռուբինյանը:

Սա աննախադեպ երևույթ է, երբ Ռուսաստանի դեսպանը կանչվում է ԱԳՆ՝ ընդամենը հանդիպում ունենալու համար, առավել ևս՝ արտառոց է, որ այդ փաստը հրապարակայնացվում է, մանավանդ, որ հենց նշյալ գրառման օրը Հայաստանի ԱԳ փոխնախարարը պատգամավորներին հավաստիացնում էր, որ Ռուսաստանի դեսպանն այդ հանդիպման հետևանքով որևէ դիվանագիտական ընթացակարգ չի խախտել։

Ռուսաստանի դեսպանի ու Ռոբերտ Քոչարյանի հանդիպման բուն փաստը չի կարող ներքին գործերին միջամտության փաստ համարվել՝ գոնե ֆորմալ առումով, որովհետև դեռ չկա դատարանի որոշում, որով հաստատված կհամարվեն երկրորդ նախագահին մեղսագրվող արարքները։ Ըստ այդմ՝ կարելի է ենթադրել, որ մեր ԱԳՆ-ն գնացել է նման արտառոց քայլի՝ ամենևին էլ ոչ միայն այս հանդիպման հետևանքով։ Հանդիպումն, ըստ ամենայնի, եղել է առիթ, իսկ իշխանությունները թերևս տիրապետում են համապարփակ ինֆորմացիայի, որ Մոսկվան իրապես աջակցում է Ռոբերտ Քոչարյանին։ Եթե չլիներ նման իրական մտահոգություն, Ռուսաստանի դեսպանը թերևս ԱԳՆ չէր հրավիրվի՝ Հայաստանի ներքին կյանքին միջամտելու թեմայով։ 

Մյուս կողմից՝ եթե այս վարկածը ճիշտ է, ապա պատկերը բավականին տխուր է, որովհետև ստացվում է՝ Մոսկվան ճնշում է բանեցնում Երևանի վրա, իսկ մեր իշխանությունները Ռուսաստանին, ըստ էության, մեղադրում են Հայաստանի դեմ իրականացվող «հիբրիդային պատերազմի» հարցում։ Եթե սա է պատկերը, ապա Ռուսաստանի դեսպանին ԱԳՆ հրավիրելու փաստը, մեղմ ասած, համարժեք գործողություն չէ, ու Հայաստանի իշխանության առաջին դեմքերը պետք է հնչեցնեն նաև քաղաքական հայտարարություններ՝ շեշտված ուղերձներով։

Պատկերը պակաս մտահոգիչ չի լինի նաև այն դեպքում, եթե պարզվի, որ ինչ-որ խնդիրների պատճառով Երևանը որոշել է «ատամ» ցույց տալ Մոսկվային, ու հենց այդ նպատակով է դեսպանը կանչվել Հայաստա

նի ԱԳՆ։ Իսկ ի՞նչ են անելու այդ դեպքում Հայաստանի իշխանությունները, եթե, օրինակ, հոկտեմբերին Հայաստան այցելող Վլադիմիր Պուտինը կամ նրան ուղեկցող որևէ բարձրաստիճան պաշտոնյա որոշի հանդիպել Քոչարյանին։ Բնականաբար, նրանց ԱԳՆ չեն կանչելու, սակայն գուցե պարտավորված լինեն հստակ վերաբերմունք արտահայտել։

 

Հայաստանի իշխանությունները պատրա՞ստ են նման քայլի, ունի՞ երկիրն այդ ռեսուրսները, թե՞ արձանագրվելու է հերթական նահանջը՝ խրոխտ հռետորաբանության համատեքստում։ Ի վերջո, ունենք ՀԱՊԿ գլխավոր քարտուղարի ընտրության նախադեպը, երբ Երևանը սկզբում շատ բարձր նշաձող սահմանեց, որից հետո նահանջեց անհամոզիչ փաստարկներով, ըստ էության, տեղի տալով Մոսկվայի ճնշումներին։

Շատ մեծ է վտանգը, որ կրկնվելու է նույն իրավիճակը։ Իհարկե, սա այն դեպքն է, երբ ուզում ես անկեղծորեն սխալվել, որովհետև զարգացումների ոչ բարենպաստ ընթացքն ավելի է խորացնելու հայ-ռուսական հարաբերություններում արդեն գոյություն ունեցող ճգնաժամը։
