Ստացվում է այնպես, որ ՀՀ ներկայիս իշխանություններն իրենց անմիջապես ասոցացնում են պետության հետ: Եվ դա անում են պարբերաբար:

Դասագրքային ճշմարտություն է, որ պետությունը և իշխանությունը միմյանց հետ շաղկապված, բայց տարբեր հասկացություններ են, քաղաքագիտության մեջ դրանք վաղուց ուսումնասիրված, սահմանված ու բացատրված են համապատասխան փաստերով, պատմական հոլովույթներում գրանցված օրինակներով՝ սկսած եգիպտական-փարավոնական ժամանակաշրջանի «աստվածային» ըմբռնումներից, ստրկատիրական և ավելի ուշ՝ ճորտատիրական ու ավատապետական հասարակարգերից մինչև ավելի նոր ժամանակների հեղափոխությունները, միապետությունների տապալումները, քաղաքացիական հասարակարգերի հաստատումը տարբեր պետություններում ու, վերջապես, համամարդկային իրավունքների կիրառման մեր ժամանակները, երբ ուժի իշխանությանը եկել է փոխարինելու ուժեղ իշխանություն հասկացությունը, որի ուժը, սակայն, հատկանշվում է «փափուկ ուժի իշխանությամբ» (soft power):

Հենց այս հասկացության ամբողջական կիրառման անցումային փուլում է գտնվում այսօր քաղաքակիրթ աշխարհը:

Կամ՝ ո՞վ կարող է որոշել, թե ով է քաղաքական գործիչ և ով՝ ոչ: Մի՞թե «քաղաքական գործիչ» հասկացության մեջ մտնում է միայն լաչառությունը, կոկորդ պատռելը, կարծրատիպային սահմանափակումը և նարցիսիզմի հասնող ինքնասիրահարվածությունը: Գուցեև այդպես է: Սակայն կյանքն առաջ է գնում. չգիտեմ, թե որքանով է աճում հասարակության գիտակցությունը և կրթական մակարդակը, բայց մարդիկ, հատկապես երիտասարդ սերունդն ավելի տեղեկացված է դարձել և պակաս միամիտ: Մի փոքր զանգվածի հնարավոր է խաբել ծեծված բանաձևերով` այստեղ առանձնապես ջանքեր էլ պետք չեն` ատելություն և ցասում առաջացնելու համար, այդ քաղաքացիներից մի քանիսը, այսպես, թե այնպես, կգան Ազատության հրապարակ: Եթե դա է խնդիրը, ապա «քաղաքական գործիչ» հասկացությունը, որին մենք սովոր ենք, չպիտի որևէ ձևափոխման ենթարկվի:

Կա մի պարզ ճշմարտություն՝ քաղաքական հայացքներով հայտնի մարդ լինելը դեռ չի նշանակում լինել քաղաքական, առավել ևս պետական գործիչ: Երկրորդ՝ քաղաքական գործիչը պետք է կարողանա շատ հավասարակշռված լինել և հանդուրժողական: Քաղաքական գործիչը պետք է հասկանա, որ եթե մտնում է քաղաքականություն՝ հատկապես մեծ քաղաքականություն, ապա միշտ լինելու է քննադատության թիրախ: Հ.Գ.- Պետությունը հնարավոր չէ դիտարկել հասարակությունից անջատ, որի կազմակերպման ձևն էլ հենց պետությունն է։ Տարբեր հասարակական կարգերում փոխվում է իշխանության դրսևորման (լծակների) հարաբերակցությունը, ինչն էլ իր հերթին հանգեցնում է քաղաքական հասարակական կարգի էական փոփոխությունների։
