ՊՎԾ-ի «լեգենդն» ու չորս «նապաստակները»
ANALYSISՆախօրեին հայտնի դարձավ, որ ՀՀ պետական վերահսկողական ծառայությունն ավարտել է «Երևանի Մ. Հերացու անվան պետական բժշկական համալսարան» հիմնադրամում իրականացված ուսումնասիրությունը։ Թեպետ ՊՎԾ-ի տարածած հաղորդագրությունը բավականին սեղմ էր, սակայն ակնհայտ էր, որ այդ կառույցը 6 ամիս տևած ուսումնասիրությունից հետո փորձել է մի հարվածով առնվազն «չորս նապաստակ խփել»: Նախ՝ կառույցն ինքն իրենով սկանդալների մեջ է հայտնվել. սկզբից Դավիթ Սանասարյանի պատմությունը, այնուհետև ՊՎԾ պետի ժ/պ-ի «Գերմանիայից քեռու փոխանցած փողերի» հայտնի պատմությունը:
Ուստի սա առիթ է, որ կառույցն իր վրայից մաքրեր այդ սկանդալային ողջ պատմությունները և ցույց տար, որ ինքը պետական լուրջ հիմնարկություն է: Երկրորդը՝ ինչպես ստուգումներին մոտ կանգնած աղբյուրներն են փոխանցում, փորձել են, ակնհայտ հատուկ հրահանգով, թեմաներ «բզբզալ» Արմեն Աշոտյանի վրա, ով 10 տարի եղել է բուհի կառավարման խորհրդի նախագահը, փորձել ինչինչ «կեղտեր գտնել» Աշոտյանի վրա, որպեսզի չեզոքացնեն քաղաքական քննադատության հիմնական աղբյուրներից մեկին: Երրորդ «նապաստակը» կապված է Իշխան Սաղաթել յանի անվան հետ, ով ՀՅԴ ԳՄ հայաստանյան ներկայացուցիչն է. Դաշնակցության վերջին ակտիվացումները նույնպես դրա մասին են վկայում: Փաստացի ստացվում է այնպես, որ Դաշնակցությունը դարձյալ թիրախ է դառնում, այս անգամ՝ ի դեմս Սաղաթել յանի: Չորրորդ «նապաստակը» ռեկտոր Արմեն Մուրադյանի շուրջ ծավալվող գործընթացներն են: Մուրադյանը բոլոր ջանքերն օգտագործում է պահելու իր պաշտոնը, սակայն, որքան էլ ոլորտին քաջատեղյակ անձանց զգալի մասը պնդում է, որ Մուրադյանը լավ ռեկտոր է, այդուհանդերձ, բժշկական աշխարհում կան նրա «տակը փորողներ»: Գործող իշխանությունների որոշ ներկայացուցիչներ նրան դիտում են որպես հին համակարգի ներկայացուցիչ: Տարակուսելի է այն հանգամանքը, որ ՊՎԾ-ն չի սպասել իր իսկ կողմից սահմանված ժամկետին, որ բուհն առարկի այդ ուսումնասիրությունների արդյունքները և անմիջապես դատախազություն է ուղարկել իր կողմից կազմած տեղեկանքը, այսինքն՝ բուհի կարծիքը հաշվի չի առնվել: Այս առումով համալսարանը երեկ հայտարարությամբ հանդես եկավ: Ըստ էության, ստացվում է, որ այս ամենը հստակ ազդակ է, որ եղել է կոնկրետ քաղաքական նպատակ ու քաղաքական հստակ ուղղորդում: Մյուս ապացույցը, որ փորձել են «գործ ստանալ» այս ուսումնասիրություններից, այն է, որ ուսումնասիրություններն ավարտվել են մայիսի 1-ին, սակայն տեղեկանքը բուհին ուղարկվել է մեկ ամիս անց..
