Վահրամ Բաղդասարյանը սահմանադրական բարեփոխումներից հետո բացառում է միակուսակցական համակարգի ձևավորումը

Ազգային ժողովի ՀՀԿ խմբակցության ղեկավար Վահրամ Բաղդասարյանը համաձայն չէ ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանի տեսակետի հետ, թե սահմանադրական բարեփոխումները միտված են Հայաստանում միակուսակցական կառավարման համակարգի ձևավորմանը: Ազգային ժողովում լրագրողների հետ զրույցում նա նշեց, որ սահմանադրական բարեփոխումներից հետո միակուսակցական կառավարման համակարգ չի կարող լինել:

«Ասածս հիմնավորելու համար բերեմ մեկ օրինակ: Գիտեք, որ 2012թ. խորհրդարանական ընտրություններում համամասնական ընտրակարգով մանդատները բաժանվել են 5-6 կուսակցությունների, իսկ մեծամասնական ընտրակարգով՝ ընդամենը 1-2 կուսակցութան: Հիմա մենք առաջարկում ենք վերացնել մեծամասնական ընտրակարգը, ինչը նշանակում է, որ այդ մանդատները ևս բաժանվելու են կուսակցությունների միջև: Իսկ քաղաքական դաշտի պրակտիկան ցույց է տվել, որ համամասնական ընտրակարգով որևէ քաղաքական ուժ չի կարող 40 տոկոսից ավել ձայն հավաքել: Հիմնական ձայները ապահովվում են մեծամասնական ընտրակարգի մանդատների հաշվին»,- նշեց Բաղդասարյանը:

Նա ընդգծեց, որ այս դեպքում միակուսակցական կառավարման համակարգի մասին խոսք լինել չի կարող: «Մենք առաջարկում ենք գնալ ընդդիմադիր դաշտի դերի մեծացման ճանապարհով: Եվ ես չեմ կարողանում հասկանալ, երբ ասում են, թե սա բերելու է միակուսակցական կառավարման համակարգի ձևավորման: Իրականում սահմանադրական բարեփոխումներով մենք ձևավորելու ենք բազմակուսակցական համակագ, որտեղ խորհրդարանում ներկայացված բոլոր կուսակցություների դերը բարձր է լինելու»,- եզրափակեց Բաղդասարյանը:
