ԵՏՄ վերջին գագաթաժողովը Հայաստանի համար, ըստ ամենայնի, դրական ընթացք չի ունեցել։ Նման դատողության հիմքն ամենևին էլ չճշտված տեղեկությունները չեն, ինչի մասին անընդհատ բարձրաձայնում են իշխանության ներկայացուցիչները, երբ փաստարկված քննադատում ենք Նիկոլ Փաշինյանի քաղաքականությունը որևէ հարցում։ Հարցը նույնիսկ այն չէ, որ Փաշինյանին Նուր-Սուլթանում, ըստ էության, «մեկուսացրեցին»՝ բացառությամբ նրա, շքանշաններ հանձնելով ԵՏՄ անդամ բոլոր պետությունների ղեկավարներին։ Սա մի կերպ հնարավոր է վերագրել արարողակարգային անհարթություններին։

Նիկոլ Փաշինյանը հիասթափված է ավելի լուրջ պատճառով, ինչի հետևանքով ԵՏՄ գագաթաժողովի մասին որևէ գրառում չարեց անգամ իր ֆեսբուքյան էջում կամ կառավարության վերջին նիստի մեկնարկին հարկ չհամարեց անգամ խոսել Նուր-Սուլթանում տեղի ունեցած հոբել յանական նիստի մասին, որն, ի դեպ, նախագահում էր հենց Հայաստանի վարչապետը։

Կարծում եմ՝ Հայաստանի վարչապետին առավելապես հուզում է այն հանգամանքը, որ չի հաջողվում հաղթահարել հայ-ռուսական հարաբերություններում հեղափոխությունից հետո նկատվող ճգնաժամը։ ՀԱՊԿ գլխավոր քարտուղարի հարցում Հայաստանն, ըստ էության, զիջեց իր դիրքերը՝ ամիսների ընթացքում այդպես էլ չստանալով Մոսկվայի աջակցությունը, Մարտի 1-ի գործով երկու կարևոր ֆիգուրանտներ գտնվում են Ռուսաստանում, ու չկա որևէ հեռանակար, որ նրանք կարտահանձնվեն Հայաստան, ավելին՝ հավաստի լուրերի համաձայն՝ մեր դաշնակից երկրում քաղաքական ապաստան է ստացել ԴԱՀԿ նախկին պետ Միհրան Պողոսյանը։

Այս բոլոր փաստերը պատահականություն չեն ու գալիս են լրացնելու Հայաստանի նոր իշխանության հանդեպ Մոսկվայի վերաբերմունքը, որը ջերմ կամ դաշնակցային անվանել ուղղակի հնարավոր չէ։ Նուր-Սուլթանում Վլադիմիր Պուտին-Նիկոլ Փաշինյան հանդիպման հնարավորության մասին ամենևին էլ նախկինները կամ ընդդիմադիր մամուլը չէին հայտնել, այդ լուրը շրջանառու էր դարձրել Ռուսաստանի խորհրդարանի Վերին պալատի խոսնակ Վալենտինա Մատվիենկոն, որից հետո տիրաժավորվել էր Հայաստանի իշխանության ներկայացուցիչների կողմից։ Նուր-Սուլթանում այդ հանդիպումը, սակայն, չկայացավ ու առնվազն անհասկանալի է իշխանության ներկայացուցիչների «մուննաթը» մամուլի ու ընդդիմության վրա։

Իհարկե, հայտնի ճշմարտություն է՝ լավագույն պաշտպանությունը հարձակումն է, սակայն կարծում եմ՝ այս դեպքում իշխանությունները պետք է պատասխան տան, թե ինչ է կատարվում հայ-ռուսական հարաբերություններում, ինչո՞ւ են դրանք կորցրել իրենց բնականոնությունը, ինչը կարող է լուրջ մարտահրավերներ ստեղծել Հայաստանի անվտանգության համար, նաև՝ ԼՂ կարգավորման գործընթացում։ Իշխանությունները շարունակում են լռել, սակայն ակնհայտ է, որ Պուտինին սիրաշահելու քաղաքականությունը սպառել է իրեն, որովհետև վարչապետի հրապարակային հռետորաբանությունն, ըստ էության, կապ չունի իրական քաղաքականության հետ, որի հետևանքով հայ-ռուսական հարաբերություններում ճգնաժամը միայն խորանում է։
