Նոր սահմանադրությունը Հայաստանի կառավարման համակարգում ստեղծելու է խաղի նոր կանոններ

 Հայաստանում նոր սահմանադրությունը ստեղծելու է խաղի նոր կանոններ: Այն հնարավորություն կտա ստեղծել վերահսկող ուժեր: «Այո և ոչ» հեռուստանախագծի շրջանակներում Շիրակի մարզում Արթիկ քաղաքի բնակիչների հետ հանդիպմանը նման համոզմունք հայտնեց ՀՀԿ խորհրդարանական խմբակցության անդամ Սամվել Ֆարմանյանը, ով թեժ բանավեճի մեջ էր մտել տեղացի Մանվելի հետ: Բանավեճի արդյունքում կողմերը եկան այն համաձայնությանը, որ Հ Հ բոլոր 3 նախագահների օրոք պետական կառավարման համակարգը եղել է անարդյունավետ: Սակայն Ֆարմանյանին չհաջողվեց համոզել Մանվելին, որ նոր սահմանադրության ընդունվելու դեպքում ընդդիմությունը կստանա նոր լծակներ, որոնցով կկարողանա որոշակի վերահսկողություն սահմանել իշխանության վրա: Արթիկի քաղաքացին համոզված է, որ իշխանությունը միշտ էլ կարող է ստեղծել արհեստական ընդդիմադիր ուժեր, որոնց պակասը այսօր էլ չկա:

Սամվել Ֆարմանյանը ներկայացրեց կուսակցությունների կայացած չլինելու հիմնական պատճառը` բերելով հետխորհրդային պետությունների օրինակները:  Այստեղ բանավիճողները կրկին համաձայնեցին, որ հետխորհրդային պետություններում նույնպես քաղաքական կուսակցությունները կայացած չեն: «Ուժեղ նախագահական իշխանության պարագայում ոչ մի երկրում ուժեղ քաղաքական կուսակցություններ լինել չեն կարող»,- արհեստական կուսակցությունների առաջացման աղբյուրը մատնանշեց Ֆարմանյանը:

Սահմանադրական փոփոխություններին կողմ և դեմ 16 գործիչներ նոյեմբերի 13-ից 20 օր շարունակ կլինեն Հայաստանի ամենատարբերբնակավայրերում` հյուսիսից հարավ, ու կքարոզեն իրենց գաղափարները: Քարոզարշավն ուղիղ հեռարձակվում է «Արմնյուզ»-ի և Ա1+-իհամատեղ հեռուստանախագծի շրջանակում: «Արմենպրես& raquo;-ը պարբերաբար թողարկում է հետաքրքրական ֆոտոպատմություններիրապատումից:

ՀՀ սահմանադրական փոփոխությունների հանրաքվեն կկայանա դեկտեմբերի  6-ին:
