Ժամանակակից աշխարհում հատուկ ուշադրություն է դարձվում էներգետիկայի զարգացմանը և էներգետիկ անվտանգության ապահովմանը: Հայաստանը, հաշվի առնելով ժամանակակից տեխնոլոգիաների վրա հիմնված և ավելի ցածր ծախսեր պահանջող էլեկտրաէներգիայի կայուն և աճող պահանջարկը, նախատեսում է որոշակի ծախսեր իրականացնել էներգետիկայի ոլորտում:

Այս տեսանկյունից հատկապես կարևոր է «Համակցված Շոգեգազային ցիկլով» 234 ՄՎտ ընդհանուր հզորությամբ և ոչ պակաս 50,5% ընդհանուր ՕԳԳ ապահովող էլեկտրաէներգիա արտադրող նոր էլեկտրակայանի կառուցումը, որը լրացուցիչ խթան կհանդիսանա ոլորտի զարգացման համար: Գործադիրը էլեկտրակայանի նախագիծը իրականություն դարձնելու համար հաստատել է փոխըմբռման հուշագիրը «ՌԵՆԿՈ» Ս.պ.Ա-ի հետ:

Հարկ է նշել, որ «ՌԵՆԿՈ» Ս.պ.Ա-ն իր հետաքրքրվածությունն է արտահայտել էլեկտրակայանի կառուցման և հետագա սպասարկման վերաբերյալ՝ հանձն առնելով այդ նախագծի իրականանալիությունը ստուգել նաև վստահելի տեխնոլոգիական և ֆինանսական գործընկերների ներգրավման միջոցով, որոնց հետ «ՌԵՆԿՈ» Ս.պ.Ա-ն մտադիր է հիմնադրել նոր հայկական ընկերություն, որի նպատակը կլինի վերոհիշյալ նախագծի իրականացումը:

Նոր էլեկտրակայանի կառուցումը Հայաստանի համար նշանակում է, որ հնարավորություն է առաջանում ուշադրության կենտրոնում պահել ոչ միայն էլէներգիայի ներքին սպառման շուկան, այլ նաև զարկ տալ էլէներգիայի արտահանմանը և փորձել օգտվել իրանական գազից:
