Ինչպես երևում է, ՍԴ դատավորի համար նախագահ Արմեն Սարգսյանի առաջադրած հերթական թեկնածուն՝ իրավագետ Արթուր Վաղարշյանը, խորհրդարանի առաջիկա քառօրյա նիստի ժամանակ մերժվելու է իշխանական ուժի կողմից։ Իհարկե, «Իմ քայլը» խմբակցությունն այս հարցի շուրջ դեռ պաշտոնական դիրքորոշում չի հայտնել, սակայն մեծամասնության քաղաքական վարքագիծը բացահայտում է առաջիկա քվեարկության ճշգրիտ պատկերը։

Բանն այն է, որ օրերս նախատեսված էր նախագահի առաջադրած թեկնածուի հանդիպումը «Իմ քայլը» խմբակցության հետ, որին 88 պատգամավորից մասնակցել է ընդամենը 13-ը, ընդ որում՝ բացակայել են անգամ խմբակցության ղեկավարն ու քարտուղարը։ Կարծում եմ՝ այս փաստն այնքան խոսուն է, որ այլևս կասկած չի հարուցում, թե ինչպես է քվեարկելու Նիկոլ Փաշինյանի թիմը։

Ինչո՞վ է պայմանավորված խորհրդարանի, ավելի ստույգ՝ հեղափոխության թիմի նման վարքագիծը։

Հրապարակի վրա եղած առաջին վարկածն այն է, որ «Իմ քայլը» խմբակցությունում ՍԴ դատավորի կարգավիճակում տեսնում են բացառապես Մարտի 1-ի գործով զոհերի իրավահաջորդների ներկայացուցիչ, փաստաբան Վահե Գրիգորյանին: Այս վարկածն, իհարկե, գոյություն ունի. Գրիգորյանը նախագահի աշխատակազմ ներկայացրել էր իր փաստաթղթերը, ու փաստորեն Արմեն Սարգսյանը նրան չի առաջադրել ՍԴ անդամի թեկնածու։ Այլ խոսքով՝ իրավիճակը դառնում է փակուղային, որովհետև խորհրդարանական մեծամասնությունը ցանկանում է ընտրել մեկին, որին առաջադրելու ցանկություն չունի նախագահը։

Կարծում եմ՝ իրավիճակի «պատային» լինելը պատկերացնում են նաև նախագահն ու խորհրդարանական մեծամասնությունը, հետևաբար՝ նրանք լուծումներ կարող էին գտնել, եթե չլինեին հակադրության ավելի խորքային պատճառներ։ Օրինակ՝ չի բացառվում, որ դատական համակարգի շուրջ ծագած վերջին իրադարձություններից հետո խորհրդարանը, ավելի ստույգ՝ Փաշինյանի թիմը ցանկություն ունի ՍԴ-ն «վերցնել» փաթեթով, ըստ այդմ՝ արդեն իսկ չի կարևորվում մեկ դատավորի ընտրության հարցը, ինչով էլ պայմանավորված է այն հանգամանքը, որ «քայլողները» չեն էլ ցանկացել ծանոթանալ նախագահի առաջադրած թեկնածուին ու նրա ծրագրերին։ Հնարավոր է նաև հաջորդ տարբերակը՝ չստացվեց ՍԴ անդամ նշանակել, կստացվի ՍԴ նախագահ (կամ՝ ԲԴԽ նախագահ) կարգել:

Եվ վերջապես՝ շարունակում եմ պնդել, որ հակադրության կողմեր են ոչ այնքան նախագահն ու խորհրդարանական մեծամասնությունը, որքան նախագահն ու վարչապետը։

Կարճ ասած՝ հեղափոխության թիմը Արմեն Սարգսյանին յուրային չի համարում ու բնավ ցանկություն չունի նպաստելու, որպեսզի դատական իշխանությունում ուժեղանա նրա ազդեցությունը՝ թեկուզև անուղղակիորեն։ Իհարկե, այստեղ խնդիրն ավելի էական է, ու թերևս Փաշինյանի թիմին դուր չի գալիս Արմեն Սարգսյանի արտաքին քաղաքական ակտիվությունը ու այն հանգամանքը, որ նախագահին օտար մայրաքաղաքներում և ուժային կենտրոններում արժանացնում են ջերմ ընդունելության՝ բավականին բարձր մակարդակով։ Հետհեղափոխական առաջին ամիսներին դա վարչապետին ու նրա թիմին չէր անհանգստացնում, որովհետև բավականին բարձր էր Նիկոլ Փաշինյանի վարկանիշը։ Այսօր ակնհայտորեն իրավիճակ է փոխվել՝ նույնիսկ իշխանությանը լոյալ սոցիոլոգիական հարցումների թվերով, էլ չեմ ասում այն մասին, որ Երևանում արդեն անցկացվում են հանրահավաքներ, որոնց ընթացքում վարչապետը «դեղին քարտ» է ստանում։ Նման իրավիճակում կարող եմ ենթադրել, որ Արմեն Սարգսյանի կերպարի մեջ Նիկոլ Փաշինյանը տեսնում է պոտենցիալ մրցակցի, ու դրանով է պայմանավորված նրա թիմի ագրեսիվությունը։
