«Նոր Հայաստանի» «դուխով» պաշտոնյաները

«Սովետի ժամանակ» այնպիսի առերևույթ տպավորություն կար, թե պաշտոնյաների «ոտքերն ամպերի մեջ» են, նրանք նույնիսկ հաց չեն ուտում։ Սա, իհարկե, իմիտացիա, պատրանք էր, որովհետև հենց մի փոքր մոտենում էիր այդ պաշտոնյաների կենցաղին, կոռուպցիայի գարշահոտությունը փակում էր շնչառությունդ։ Իրականում՝ «իդեալական», գոյություն չունեցող պատկեր ձևավորել էր բոլ շևիկյան պրոպագանդան՝ մոտ յոթանասուն տարի պահելով հեղափոխության «կրակը»։

Պատմությունը կրկնվելու հակում ունի, ընդ որում՝ դասեր չքաղած հասարակությունների համար՝ ավելի դաժան վերջաբանով։ Մեր վարչապետն ասում է՝ իշխանությունն ինքը չէ, ժողովուրդն է, բայց, չգիտես ինչու, անցած մեկ տարում իշխանության կարկանդակից օգտվել է ժողովրդի միայն մի չնչին հատվածը՝ «քայլողները»։

Անընդհատ լսում ենք քարոզչություն հեղափոխության «մաքրամաքուր, բյուրեղյա» կադրերի մասին, բայց ոնց որ տղերքը փողի հանդեպ այդքան էլ անտարբեր չեն։ Համենայն դեպս, կոռուպցիոն աղմկոտ բացահայտումները ու այն հանգամանքը, որ այդ գործերով անցնում են փոխնախարար ու գլխավոր վերահսկող, խոսուն փաստեր են։ Մյուսները դեռ «մաքուր» են, սակայն զարմանալիորեն փոխվել է նրանց կենցաղը, ասենք՝ ավտոպարկում հայտնվել է 150000 դոլարանոց մեքենա, կամ հանկարծ «լույս աշխարհ» են եկել հարուստ քեռիներ ու ընկերներ։ Դեժավյուի դառը զգացողություն է։

Հիշո՞ւմ եք նախկին իշխանության մականունավորներին՝ դե, նրանց, ովքեր մարդ էին ծեծել տալիս կամ ամեն բերան բացելուց մտքի այնպիսի «գոհարներ» էին շաղ տալիս, որ շաբաթներով չէին իջնում լրահոսի «թոփ» տեղերից։ Բայց հիմա էլ առանձնապես բան չի փոխվել, որովհետև այս իշխանությունն էլ ունի իր «բարեցները», որոնք կարող են մարդ ծեծել, էլ չենք խոսում մարզպետների «դուխով» եղբայրների, «բիզնեսմեն» քաղաքապետների ու նրանց «կտրիճ» եղբայրների մասին, որոնք ամեն առիթով «բերան» են փակում՝ հեղափոխության «սրբազան» իրավունքի դիրքերից։

Բա հովանավորչությո՞ւնը։

«Աներձագի» սինդրոմը կադրային քաղաքականության մեջ չի վերացել՝ բառի իսկական ու փոխաբերական իմաստով։ Ախր, մեր իրար փոխարինող էլիտաների առաջին դեմքերը տաղանդավոր մարդիկ են ու գենետիկայի ուժով տաղանդավոր են նրանց մերձավորները, ու պետությունը շատ կտուժի, եթե նրանք մի կարգին պաշտոն չունենան։ Իհարկե՝ ոչ թե գրպանի կամ քսակի, այլ՝ հեղափոխության բարձր իդեալների համար։ Օրինակ՝ պարզվում է, որ մեր մարզպետներից մեկը բազմաթիվ մորաքույրներ ունի, որոնց բոլորի հարսները խիստ տաղանդավոր են ու արժանի առնվազն դպրոցի տնօրեն լինելու։

Իսկ հասարակությո՞ւնը...

Մնացել է նույն դիտորդը, որը սկզբում տրտնջում է «խոհանոցներում», հետո՝ թաղի մեջ, մինչև վերջնականապես համոզվի, որ նորը այնքան էլ նոր չէ ու ընդամենը լավ մոռացված հինն է։

Ու այսպես սկսվում է դեժավյուն. երեկվա կուռքերը դառնում են ատելի, հետո՝ էլի բարիկադներ, պայքար ու հիասթափություն, ատելություն ու արյան ցանկություն։ Գրեթե երեսնամյա մեր հանրապետությունն այսպես խարխափում է, իսկ մենք բութ հարվածներով խարխլում ենք պետականության հիմքերը՝ ծնելով նոր հեղափոխություններ՝ իրենց հերոսներով ու հակահերոսներով, որոնց տեղերը պարբերաբար փոխվում են, բայց գումարելիների տեղերի փոփոխությունից գումարը չի փոխվում։

Հենց այսպես էլ ապրում ենք, ինչպես ասվում է սիրված երգում...
