Դատարանը անսպասելի վճիռ կայացրեց. Վաչագան Ղազարյանի հայցը բավարարվեց
SOCIETYՀՀ վարչական դատարանի դատավոր Գևորգ Սոսյանը քիչ առաջ վճռեց բավարել ՀՀ երրորդ նախագահ Սերժ Սարգսյանի թիկնազորի պետ, ԱԱԾ ՊՊԾ պետի նախկին 1-ին տեղակալ Վաչագան Ղազարյանի հայցն ընդդեմ Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովի։ Դատարանը պարտավորեցրեց հանձնաժողովին ոչնչացնել Վաչագան Ղազարյանի եւ նրա կնոջ 2017 թվականի տարեկան եւ 2018 թվականի պաշտոնի դադարեցման հայտարարագրերը եւ հօգուտ Վաչագան Ղազարյանին բռնագանձել 4000 դրամ որպես դատական ծախս։
Հրապարակումից հետո Վաչագան Ղազարյանը շնորհակալություն հայտնեց դատավորին։ Նշենք, որ Վաչագան Ղազարյանը դիմել էր վարչական դատարան, խնդրելով հանձնաժողովին՝ պարտավորեցնել ոչնչացնել իր և կնոջ՝ Ռուզաննա Բեգլարյանի 2017թ. տարեկան ու 2018թ. պաշտոնի դադարեցման հայտարարագրերը: Ըստ հայցվոր կողմի՝ Վաչագան Ղազարյանը չի հանդիսանում հայտարարագիր ներկայացնելու պարտականություն ունեցող պաշտոնատար անձ ինչպես 2011 թվականի «Հանրային ծառայության մասին» ՀՀ օրենքի 32-րդ հոդվածի 1-ին մասի՝ «հատուկ ծառայությունների բարձրագույն և գլխավոր պաշտոններ զբաղեցնող անձինք» դրույթի շրջանակներում, այնպես էլ 2018 թվականի ապրիլի 9-ից հետո, քանի որ Սահմանադրական փոփոխությունների՝ ուժի մեջ մտնելուց հետո, ՊՊԾ գնդի պետի տեղակալը դադարել է պաշտոնատար անձ լինելուց։Նշենք, որ Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովի կողմից հարուցված վարույթների արդյունքում 219 պաշտոնատար անձ ենթարկվել է «նախազգուշացում» վարչական տույժի, 68-ը տուգանվել է, 122-ի դեպքում գործի վարույթը կարճվել է և այլն:Հիշեցնենք, որ Վաչագան Ղազարյանին մեղադրանք է ՀՀ քրեական օրենսգրքի 314.3 հոդվածով և 310.1-րդհոդվածի1-ին մասով` Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով ներկայացրած հայտարարագրերում դրամական միջոցների իրական չափի մասին հայտարարագրման ենթակա տվյալները թաքցնելու, ինչպես նաև ապօրինի հարստանալու համար։ Ըստ քննության տվյալների՝ Ղազարյանը չի հայտարարագրել 1 միլիոն 272 հազար 900 դոլար, 218 հազար եվրո և 460 միլիոն դրամի գույք:
