«Քաղպայմանագրի՞», թե՞ մարզպետի թեկնածու
POLITICSԻնչպես հայտնի է, հունիսի 9-ին ՀՀ 22 համայնքում տեղի կունենան ՏԻՄ ընտրություններ։ ՀՀ-ում, որպես կանոն, իշխող կուսակցությունն իր ուրույն մասնակցությունն է ունեցել ՏԻՄ ընտրություններին, սակայն այս անգամ պատկերն այլ է։ Ուսումնասիրության արդյունքում պարզ դարձավ, որ իշխանությունները թեկնածություն են առաջադրել 22 համայնքից միայն մեկում՝ Աբովյանում։
Քանիցս արդեն ասվել է, որ Կոտայքի մարզպետը մարզում բավականին ամբիցիոզ, խիստ անհատական քաղաքական կուրս է վարում և փորձում է մարզում հնարավոր բոլոր լծակները հարմարեցնել իրեն։ Իր նշանակումից ի վեր նա բուռն գործունեություն ծավալեց և մի շարք «սկանդալային» հայտարարություններով հանդես եկավ, սակայն հետագայում պարզ դարձավ, որ դրանք, մեղմ ասած, այդքան էլ «սկանդալային» չէին։
Օրերս պարզ դարձավ, որ Աբովյանում «Քաղաքացիական պայմանագիրն» առաջադրելու է Գրիգոր Գուլ յանի թեկնածությունը, ում հովանավորյալը Կոտայքի մարզպետ Ռոմանոս Պետրոսյանն է, և վերջինս էլ լծված է նախընտրական կամպանիան իրականացնելու աշխատանքներին։ Մարզպետն ամենուր հայտարարում է, որ Գուլյանը «Քաղաքացիական պայմանագիր» կուսակցության թեկնածուն է, բայց այստեղ միանգամից հարց է առաջանում՝ ՔՊ-ի ո՞ր կառույցի որոշման համաձայն է նա համարվում կուսակցության թեկնածու՝ կուսակցության խորհրդի՞, թե՞ տարածքային կազմակերպության, որն, ի դեպ, վերջնականապես ձևավորված չէ և դեռևս փաստացի վարչության կազմ չունի։
Ստացվում է այնպես, որ մարզպետը ինքնուրույն կուսակցական որոշումներ է կայացնում և մարզում տանում մի տեսակ կտրված քաղաքական գործունեություն, ինչը կարող է առաջացնել հենց կուսակցականների դժգոհությունը։ Փաստացի համայնքապետի ընտրություններում սեփական թեկնածու առաջադրելու փաստը հնարավոր է՝ լինի ուղղակի մարզպետի անձնական ամբիցիաներին հագուրդ տալու փորձ, ինչն ակնհայտորեն բավականին հեռուն գնացող բացասական հետևանքներով է հղի։
Պետրոսյանը մի թաքուն նպատակ ու հույս ունի, որ Աբովյանում կարողանալու է ֆենոմենալ ցուցանիշներ ապահովել, որպեսզի կարողանա կենտրոնական իշխանություններին ցույց տալ, թե ով է մարզում եղանակ ստեղծողը։
Ի դեպ, նշենք, որ, որպես կանոն, ՏԻՄ ընտրություններին բնակչությունն առավել ակտիվ մասնակցություն է ունենում։
