Վարչապետ Փաշինյանը ուղերձ է հղել հրադադարի հաստատման 25-ամյակի կապակցությամբ
POLITICSՎարչապետ Նիկոլ Փաշինյանը այսօր՝ մայիսի 12-ին, ուղերձ է հղել ղարաբաղյան հակամարտության հրադադարի հաստատման 25-ամյակի կապակցությամբ։
Նիկոլ Փաշինյանի ուղերձում, մասնավորապես, ասված է․
«Մայիսի 12-ին լրանում է Լեռնային Ղարաբաղի հակամարտության հրադադարի հաստատման 25-ամյակը:
Հիմնախնդրի կարգավորմանն առնչվող այս կարևորագույն փաստաթուղթը ստորագրել են Ադրբեջանի պաշտպանության նախարար Մամեդրաֆի Մամեդովը՝ 1994-ի մայիսի 9-ին, ՀՀ պաշտպանության նախարար Սերժ Սարգսյանը՝ մայիսի 10-ին, Լեռնային Ղարաբաղի Պաշտպանության բանակի հրամանատար Սամվել Բաբայանը՝ մայիսի 11-ին:
Հրադադարի մասին գրավոր համաձայնությունն ուժի մեջ մտավ 1994թ. մայիսի 12-ի կեսգիշերին և այս տարիների ընթացքում հայկական կողմերը մշտապես հավատարիմ են եղել և շարունակելու են հավատարիմ մնալ այդ կարևորագույն համաձայնագրի իրականացմանը:
Քառորդ դար է անցել այդ պահից, որի ընթացքում հրադադարը, ցավոք, չի վերածվել խաղաղության։
Ընդգծելով տարածաշրջանի ժողովուրդներին հակամարտության խաղաղ կարգավորմանը նախապատրաստելու կարևորությունը՝ ցանկանում եմ ևս մեկ անգամ նշել, որ հիմնախնդրի կարգավորման սցենարը պետք է ընդունելի լինի բոլոր երեք կողմերի՝ Հայաստանի, Արցախի և Ադրբեջանի ժողովուրդների համար:
Առարկայական բանակցություններ և արդյունք հնարավոր են միայն այն դեպքում, երբ Արցախը կներգրավվի այն գործընթացում, որն ի վերջո որոշելու է նրա կարգավիճակն ու ապահովելու է այնտեղ ապրող մարդկանց անվտանգության երաշխիքները:
Մենք վստահ ենք, որ եռակողմ համաձայնությունն այն իրական հիմքն է, որի հիման վրա հնարավոր է կառուցել երկարատև խաղաղություն և համագործակցություն։
Ցանկանում եմ շեշտել, որ ես՝ որպես Հայաստանի Հանրապետության վարչապետ, պատրաստ եմ երաշխավորել, որ Հայաստանը շարունակելու է հավատարիմ մնալ հրադադարի պահպանման համաձայնագրի իրականացմանն ու ջանքեր ներդնել՝ հիմնախնդրի կարգավորման և տարածաշրջանում խաղաղության հասնելու նպատակով՝ շարունակելով լինել Լեռնային Ղարաբաղի անվտանգության երաշխավորը:
Հրադադարի շարունակական պահպանումն ու երկխոսությունը խնդրի հանգուցալուծման միջոցներից, թերևս, կարևորագույններն են։ Անհրաժեշտ է զերծ մնալ ատելության միջավայրի, անհանդուրժողականության և լարվածության կուտակումներին ուղղված քայլերից։
Աշխարհում գոյություն չունի որևէ ժողովուրդ, որը խաղաղություն չի ցանկանում։ Եվ չենք կարծում, որ գոյություն ունի որևէ ծնող, ով սահմանին կանգնած իր զավակի համար չցանկանա անամպ երկինք։
Համոզված եմ, որ հայ և ադրբեջանցի ժողովուրդներն արժանի են խաղաղության ու առաջընթացի, ուստի կոչ եմ անում բոլորիս գործել հանուն այս նպատակների»։
