Շարունակ թմբկահարվում է, թե Հայաստանում արմատախիլ է արվել համակարգային կոռուպցիան։ Հակակոռուպցիոն պայքար կա, դա ակնառու է, ողջունելի է, ու որևէ մեկս կասկածի տակ չենք դնում դրա գոյությունը։ Այնուամենայնիվ, կան երևույթներ, որոնք մտահոգություններ են ծնում նոր կոռուպցիոն ռիսկերի առաջացման վերաբերյալ։

Անշուշտ, դրական է, որ Երևանի քաղաքապետարանը փորձում է լուծում տալ աղբահանության խնդրին՝ «ԿամԱԶ»-ներ գնելով, մանավանդ, որ մոտենում է ամառը, ու հաստատապես առկա է համաճարակի տարածման իրական ռիսկ։ Սակայն տարակուսելի են մնում մի քանի հացեր։ Մեկ անձից գնման սկզբունքը հակամրցակցային է ու իր մեջ կոռուպցիոն ռսկեր է պարունակում, ինչի մասին արդեն մի քանի օր է՝ բարձրաձայնում են ավագանու անդամ սակավաթիվ ընդդիմադիրները։ Ընդ որում՝ ակնհայտ է, որ աղբատար մեքենաների ձեռքբերման գործընթացում հակամրցակցային համաձայնության բաղադրիչ կա, և դա ապացուցելի է ոչ ողջամիտ կարճ ժամկետում տեխնիկայի ներկրման փաստով

Սակայն թաքնված կոռուպցիոն ռիսկեր կան պետական այլ ինստիտուտներում, գործիչների վարքագծում ևս։ Անցած շաբաթ օրը Արարատում տեղի ունեցած բիզնես ֆորումի կազմակերպման մրցույթը շահել էր «Ֆակտորի Փրոդաքշն» ընկերությունը։ Սա նույն կազմակերպությունն է, որը «Քաղաքացու օրն» էր կազմակերպել Երևանում, նաև կազմակերպել էր Ամանորի միջոցառումները։

Ավելին, տեղեկացնենք, որ «Ֆակտորի Փրոդաքշն» ընկերությունն առանց մրցույթի էր ընտրվել «Քաղաքացու օրվա» երևանյան միջոցառումների կազմակերպման համար։ Ավելորդ չէ նշել, որ Թումանյանի 150-ամյակի միջոցառումները ևս «Ֆակտորի Փրոդաքշնի» կողմից են կազմակերպվել:

Ուշագրավ է, որ ԶԼՄ-ներում տեղ են գտել հրապարակումներ, որոնք փաստում են, թե այս ընկերության տնօրենը սերտ հարաբերությունների մեջ է կառավարության աշխատակազմի ղեկավարի, վարչապետի օգնական Նաիրի Սարգսյանի, նրա պատգամավոր եղբոր՝ Հայկ Սարգսյանի հետ։ Ի դեպ, տեղին է հիշեցնել, որ վերջինս նախօրեին հայտնվել էր իսկական սկանդալի կիզակետում՝ թանկարժեք շքեղ մեքենայով շրջելով Երևանի կենտրոնական փողոցներում։ Հեղափոխական պատգամավորն արդարացել էր, թե մեքենան իրենը չէ՝ պատկանում է ընկերոջը։ Սակայն հասարակությունը վաղուց նման արդարացումներին չի հավատում, որովհետև դրանք շատ նման են մինչհեղափոխական Հայաստանի իշխանավորների «ալիբիներին»։ Միայն այն բանի համար, որ Հայկ Սարգսյանը հեղափոխական է՝ հասարակությունը պարտավոր չէ հավատալ նրա յուրաքանչյուր խոսքին, մանավանդ, երբ նրա մտերիմները «պատահաբար» շահում են կառավարության միջոցառումների մրցույթները։

Սակայն, եթե նույնիսկ «Ֆակտորի Փրոդաքշն» ընկերությունը կապեր չունի այսօրվա իշխանությունը ներկայացնող գործիչների հետ, արդեն այն հանգամանքը, որ նա պարբերաբար կառավարության միջոցառումների մրցույթներ է շահում, կոռուպցիոն ռիսկերի առկայության մասին ողջամիտ կասկածներ է ծնում։

Իշխանության դեգրադացիայի գործընթացը սկսվել է, երբ հազիվ բոլորել է հեղափոխության մեկ տարին, ու այս համատեքստում այլևս զարմանալի չեն լուրերը, որ Լոռու մարզպետարանի կրթության, սպորտի և մշակույթի վարչության աշխատակիցները դպրոցների տնօրեններից բացատրություն են պահանջել, թե ինչու վերջիններս ներկա չեն եղել և չեն մասնակցել «Քաղաքացու օրվա» առիթով մարզում կազմակերպված միջոցառումներին

Քաղաքական հին մշակույթը վերականգնվում է՝ արագ տեմպերով։
