Մայիսի 5-ը Հաշմանդամների իրավունքների համար պայքարի միջազգային օրն է
SOCIETYՄայիսի 5-ին համաշխարհային հանրությունը նշում է Հաշմանդամների իրավունքների համար պայքարի միջազգային օրը՝ գրում է Calend.ru-ն։
Այս ամսաթվի պատմությունը սկսվում է 1992 թվականից, երբ մայիսի 5-ին սահմանափակ հնարավորություններով մարդիկ 17 երկրներում միաժամանակ նշել են այն՝ որպես հաշմանդամների հավասար իրավունքների պահպանման պայքարի եւ ֆիզիկական, հոգեբանական կամ սենսորային սահմանափակումներով մարդկանց խտրականության դեմ պայքարի օր։
Այս օրվա նպատակը սահմանափակ կարողություններով մարդկանց իրավունքների պաշտպանության հետ կապված խնդիրների վրա լայն հասարակայնության ուշադրությունը հրավիրելն է։ Չէ՞ որ ակնհայտ է, որ աշխատանքի տեղավորման, հասանելի կրթությանը եւ այլ ասպարեզներում հավասար իրավունքները շատ հաճախ չեն պահպանվում նույնիսկ տնտեսապես զարգացած երկրներում, էլ չենք ասում մյուսներում։
Քաղաքացիների ոչ մի խումբ չպետք է զրկված լինի իշխանությունների ուշադրությունից՝ անկախ իր ազգությունից, կրոնից, դիրքից, առողջական վիճակից։ Առողջապահության համաշխարհային կազմակերպության գնահատականներով, ողջ աշխարհում ավելի քան 1 միլիարդ մարդ կամ երկրագնդի բնակչության 15 տոկոսը հաշմանդամության որեւէ տեսակ ունի։ Հաշմանդամների ավելի քան 100 միլիոնը երեխաներ են։ Ընդ որում, հաշմանդամության ցուցանիշները աճում են, եւ դա կապված է բնակչության ծերացման եւ քրոնիկ հիվանդությունների աճի հետ։
2006թ․ դեկտեմբերի 13-ին Նյու Յորքում ընդունվել է Հաշմանդամների իրավունքների մասին ՄԱԿ բանաձեւը, որը XXI դարում մարդու իրավունքների ոլորտում առաջին համակողմանի պայմանագիրն է։ Այն ուժի մեջ է մտել 2008թ․ մայիսի 3-ին՝ 50 երկրների կողմից վավերացվելուց հետո եւ ուղղված է սահմանափակ կարողություններով մարդկանց մասնակցությանը հասարակության քաղաքացիական, քաղաքական, տնտեսական, սոցիալական եւ մշակութային կյանքին, հաշմանդամների հանդեպ խտրականության վերացմանը, հաշմանդամների պաշտպանությանը եւ նրանց կողմից մարդու իրավունքների եւ հիմնարար ազատությունների իրականացմանը, ինչպես նաեւ այդ իրավունքների ապահովման իրավական արդյունավետ մեխանիզմների ստեղծմանը։
