«Վերելակային դիվանագիտության» փակուղին

Ադրբեջանի նախագահ Իլհամ Ալիևը Բաքվում ընթացող միջմշակութային երկխոսության համաշխարհային համաժողովում հայտարարել է, թե բացակայում է ՄԱԿ ԱԽ բանաձևերի իրականացման մեխանիզմ, այդ թվում՝ ղարաբաղյան հակամարտությանն առնչվող: Ալիևը շարունակել է «վատանալ» և նշել է, թե ՄԱԿ ԱԽ բանաձևերը թղթի վրա են մնացել. «Հայաստանը շարունակում է օկուպացնել մեր պատմական հողերը՝ Լեռնային Ղարաբաղն ու Ադրբեջանի ևս 7 շրջան»:
Ադրբեջանի ղեկավարության հռետորաբանությունը մի քանի ամսվա իբր «կառուցողական» շեշտադրումներից հետո ակնհայտորեն նորից փոխվել է՝ վերադառնալով ի շրջանս յուր։
Սակայն խնդիրը միայն Ալիևի ու ալիևականների ռազմատենչ ելույթները չեն, անցյալ օրերին հրադադարի ռեժիմը քանիցս խախտվել է, ընդ որում՝ հակառակորդը թիրախավորել է ինչպես Հայաստանի Տավուշի մարզի որոշ բնակավայրեր, այնպես էլ Արցախի արևել յան (Ակնա) հատվածը։
Բաքվի նման քաղաքականությունը զարմանալի չէ, արտառոցն այն է, որ Հայաստանի պետական ու քաղաքական գործիչները խոսում են ամեն ինչից՝ սառն անտարբերությամբ լռություն պահպանելով առաջնագծից ստացվող մտահոգիչ լուրերի կապակցությամբ։
Օրինակ՝ Հայաստանի Տավուշի մարզը գնդակոծվեց ճիշտ այն օրը, երբ Երևանում մեկնարկեց ԵԱՏՄ վարչապետների հանդիպումը, ու դա պատահական չէր։ Զարմանալի է այն հանգամանքը, որ Հայաստանի վարչապետը որևէ կերպ իր գործընկերների ուշադրությունը չհրավիրեց այս փաստի վրա, գոնե՝ հրապարակային քաղաքականության մակարդակում։
Ի վերջո, Նիկոլ Փաշինյանն ու իշխանության այլ ներկայացուցիչներ բազմաթիվ առիթներով արժևորել են, այսպես կոչված, «վերելակային դիվանագիտությունը»՝ Դուշանբեում Հայաստանի վարչապետի ու Ադրբեջանի նախագահի ձեռք բերած բանավոր պայմանավորվածությունները, որոնց շնորհիվ, պետք է խոստովանել, անցած տարվա սեպտեմբերից առաջնագծում հարաբերականորեն պահպանվում էր հրադադարը։
Վերջին օրերին իրավիճակ է փոխվել, ինչը ենթադրել է տալիս, որ կարգավորման գործընթացում ինչ-որ զարգացումներ են տեղի ունենում, որոնք կարող են մեծացնել պատերազմի վերսկսման ռիսկերը։
Մյուս կողմից՝ առիթ ունեցել եմ ասելու, որ, այսպես կոչված, «վերելակային դիվանագիտությունը» ինստիտուցիոնալ բնույթ չունի ու չի կարող կայուն խաղաղության երաշխիք լինել։ Հոռետեսական այս կանխատեսումը, ցավոք, իրականություն է դառնում։ Դա ոչ միայն ավելի լարված իրավիճակ է ստեղծում տարածաշրջանում, այլ նաև դիվանագիտական ասպարեզում որոշակի խնդիրներ է հարուցում հայկական կողմի համար։ «Վերելակային դիվանագիտությունը», փաստորեն, ճեղքեր է տալիս, սակայն մինչ այդ կարողացել է օրակարգից դուրս բերել Վիեննայի ու Սանկտ Պետերբուրգի ինստիտուցիոնալ պայմանավորվածությունները։
