Ինչո՞վ է պայմանավորված Վաշինգտոնի նախաձեռնությունը. նոր իրավիճակ կարգավորման գործընթացում
SOCIETYՄիացյալ Նահանգները կարող է ապագայում ընդունել Հայաստանի և Ադրբեջանի արտաքին գործերի նախարարների հանդիպումը: Նման հայտարարությամբ հանդես է եկել Ադրբեջանում ԱՄՆ դեսպանի տեղակալ Ուիլ յամ Գիլը: «Ինչպես գիտեք, ԱՄՆ-ն ԵԱՀԿ Մինսկի խմբի համանախագահ է, և մենք լի ենք կողմերի հետ աշխատելու վճռականությամբ, որպեսզի օգնենք հակամարտության խաղաղ ճանապարհով կարգավորմանը: Այս առնչությամբ ԱՄՆ-ն կարող է ապագայում ընդունել արտգործնախարարների հանդիպումը: Ներկա պահին քննարկվում է այդ հավանականությունը: Հուսով ենք՝ ապագայում կկարողանանք դրական լուր հաղորդել»,- լրագրողներին ասել է Գիլը: Ուշագրավ է, որ Հայաստանի ու Ադրբեջանի արտգործնախարարների մոսկովյան հանդիպումից հետո նման հայտարարությամբ հանդես էր եկել Էլմար Մամեդյարովը, սակայն այդ լուրը Հայաստանի արտաքին քաղաքական գերատեսչության կողմից ո՛չ հաստատվել էր, ո՛չ էլ հերքվել։
Հիմա փաստորեն Վաշինգտոնը գրեթե պաշտոնական մակարդակով է խոսում Զոհրաբ Մնացականյան-Էլմար Մամեդյարով հնարավոր հանդիպման մասին։
Երկու երկրների արտգործնախարարների մոսկովյան հանդիպումից հետո կարգավորման գործընթացում որոշակիորեն վիճակ է փոխվել։ Նախ՝ Ադրբեջանի ԱԳ նախարարը հայտարարեց, որ Մոսկվայում քննարկել են կարգավորման 2016թ. ռուսական սցենարը, այսպես կոչված՝ «Լավրովի պլանը»։ Եթե Հայաստանի արտգործնախարարությունը կտրուկ հերքեց այս տեղեկությունը, ապա ՌԴ արտաքին գործերի նախարարը ո՛չ հերքեց, ո՛չ էլ հաստատեց ադրբեջանցի իր գործընկերոջ պնդումները։
Արդյո՞ք Վաշինգտոնի դիվանագիտական ակտիվությունը պայմանավորված է այն հանգամանքով, որ ԵԱՀԿ Մինսկի խմբի համանախագահների միջև կան սկզբունքային հակասություններ, ու ԱՄՆ-ը փորձում է կասեցնել ռուսական սցենարի իրագործումը, մանավանդ, որ դա 2016-ին հանգեցրել է կարճատև պատերազմի, թե՞ գործ ունենք միասնական գործընթացի հետ ու միջնորդական առաքելությունը գործում է ընդհանուր օրակարգով։ Սա սկզբունքային հարց է, որի պատասխանը ստույգ ունենալ չենք կարող տեղեկատվության պակասի հետևանքով։
Մյուս կողմից՝ ուշագրավ է, որ վերջին օրերին Ադրբեջանը թիրախավորում է Հայաստանի պետական սահմանը՝ գնդակոծելով Տավուշի մարզի բնակավայրերին հարող ճանապարհները, ինչի հետևանքով Հայաստանի ԶՈւ-ի սպա վիրավորվեց։ Ուշագրավ է, որ սահմանային միջադեպերն արձանագրվեցին այն օրերին, երբ Երևանում էին ԵԱՏՄ անդամ երկրների վարչապետները, ինչը շատերին հիմք տվեց եզրակացնել, որ, այսպես կոչված, «վերելակային դիվանագիտությունը» կամ Նիկոլ Փաշինյանի ու Իլհամ Ալիևի բանավոր պայմանավորվածությունները սկսել են չաշխատել, ինչը ևս կարող է հետևանք լինել այն հանգամանքի, որ Բաքուն կարգավորման գործընթացում փոխում է իր մարտավարությունը։ Սրան հավելենք այն հանգամանքը, որ մայիսի 1-ից Ադրբեջանում մեկնարկել են Բաքվի ու Անկարայի համատեղ զորավարժություններն, ու այնպիսի տպավորություն է, որ Ադրբեջանը դարձյալ դիմում է շանտաժի քաղաքականությանը։
Չի բացառվում, որ Վաշինգտոնի ուղերձը պայմանավորված է նաև այս հանգամանքով ու փորձ է արվում չեզոքացնել պատերազմի ռիսկերը, որոնք, անշուշտ, նկատելիորեն դրսևորվում են Ադրբեջանի իշխանության ներկայացուցիչների վերջին հայտարարություններում։
