Այսօր գործող կարգավորումներով անձը պետք է իր ողջ լինելը հաստատի անձամբ բանկ այցելելով եւ թարմացնելով իր կենսաթոշակային պլաստիկ քարտը՝ տարեկան առնվազն մեկ անգամ: Այս մասին, այսօր՝ մայիսի 2-ին, կառավարության նիստում «Պետական կենսաթոշակների մասին» ՀՀ օրենքում փոփոխություններ կատարելու մասին» ՀՀ օրենքի նախագծի քննարկման ժամանակ նշեց արդարադատության նախարար Արտակ Զեյնալյանը:

Նրա խոսքով, սրա վերաբերյալ նաեւ ՍԴ դիրքորոշումը կա, որ պետության մեջ կան լիազորված մարմիններ, որոնք լիազորված են մարդու ողջ լինելը հաստատելու գործառույթներ իրականացնել:

«Արտասահմանում գտնվող անձանց մահվան հանգամանքը հաստատելու ինստիտուտ դեռեւս չունենք կամ այն թերի է, իրավաչափ է հաստատել նրա ողջ լինելը: Դա իրականացնում են հյուպատոսները: Պարտադիր չի, որ անձն իր ողջ լինելը հաստատի մահճակալից վեր կենալով եւ բանկ գնալով, դա կարող է իրականացնել այլ անձ»,-ասաց նա:

Ինչ վերաբերում է բյուջետային ծախսերի ավելանալուն, Զեյնալյաննն ասաց. «Սա ենթադրում է, որ իրականում այդ մարդիկ ունեն այդ փողն ստանալու իրավունք, սակայն արտասահմանում գտնվելու փաստով պայմանավորված գործնականում չեն կարողանում ստանալ, որովհետեւ չեն կարողանում տարին մեկ անգամ գալ բանկ եւ հաստատել իրենց ողջ լինելը, այդ թվում լուսանկարվելով: Ես անձամբ ամեն տարի գնում եմ բանկ, ինձ լուսանկարում են եւ թարմացնում են իմ կենսաթոշակի պլաստիկ քարտը: Բայց անկողնային հիվանդը չի կարող կենսաթոշակ ստանալ, որովհետեւ չի կարողանում գնալ բանկ»:

Զեյնալյանն առաջարկեց, որ այդ լիազորությունը պետք է իրականացնեն, օրինակ, հիվանդանոցի տնօրենները, բանտում՝ ՔԿՀ ղեկավարները:

ՀՀ վարչապետ Նիկոլ Փաշինյանին այդ տարբերակը դուր չեկավ. ««Բա ո՞նց է անկողնում պառկած մարդը հյուպատոսարան գնալու: Կամ հյուպատոսը 500 կմ տարածք կտրելու է ամեն մի անկողնային թոշակառուի համար, որ նրա կենդանի լինելը հավաստի՞: Այնպես արեք, որ հնարավոր լինի, ասենք, սկայպով այդ հարցը կարգավորելը»:

Տրանսպորտի, կապի եւ ՏՏ նախարար Հակոբ Արշակյանը նշեց, որ կարելի է այդ հարցը լուծել հեռախոսների միջոցով, որը կարող է տվյալ անձի տեղը, հասցեն, նաեւ դեմքի ճանաչումն ապահովել:

«Այսօր ծրագրեր կան, որ տեսախցիկը փողոցում կախում ես, մարդը տակով անցնցում է, անուն-ազգանունը, հասցեն, հեռախոսի համարը, կոշիկի ռազմեռը երեկ ինչ է կարել, ում է բարեւել, ում է հյուր գնացել, լրիվ ասում է»,-իր հերթին հավելեց Փաշինյանը:
