Երևանում երեկ տեղի են ունեցել ԵԱՏՄ միջկառավարական խորհրդի փակ և նեղ կազմով նիստեր: Օրակարգում 13 հարց է եղել: ԵԱՏՄ վարչապետների հավաքները, որպես կանոն, հասարակության լայն շրջանակներին քիչ են հետաքրքրում։ Նախ՝ ԵԱՏՄ-ում քաղաքական սկզբունքային որոշումները կայացվում են պետությունների առաջին դեմքերի մակարդակով, ու վարչապետները իրենց հանդիպումներով կա՛մ նախապատրաստում են առաջնորդների գագաթաժողովները, կա՛մ էլ կատարում են այն որոշումները, որոնք նրանց կողմից կայացվել են։ Պակաս կարևոր չէ այն հանգամանքը, որ ԵԱՏՄ-ն ինստիտուցիոնալ հարթության վրա կայացած չէ ու անդամ երկրների համար հերթական հարթակ է՝ Ռուսաստանի հետ իրենց հարաբերությունները կառուցելու կամ զարգացնելու համար։

Հայաստանն այս հարթության վրա բացառություն չէ, ու պատահական չէ, որ նախօրեին Երևանում ամենասպասված հյուրը Ռուսաստանի վարչապետ Դմիտրի Մեդվեդևն էր։ Վերջինիս այցը Երևան ուշագրավ է մի քանի ասպեկտով։

Մեդվեդևը փաստորեն Ռուսաստանի առաջին բարձրաստիճան պաշտոնյան է, որը ժամանում է Երևան թավշյա հեղափոխությունից հետո։ Մյուս ուշագրավ հանգամանքն այն է, որ անցած տարվա իրադարձություններից հետո հայ-ռուսական հարաբերությունների նախկին կառուցվածքը չի գործում, ու հիմա դրանք ինստիտուցիոնալ ճգնաժամ են ապրում։ Մի կողմից՝ Մոսկվայում ավանդաբար մերժողական կանխատրամադրվածություն ունեն հեղափոխության ցանկացած դրսևորման հանդեպ, մյուս կողմից՝ Նիկոլ Փաշինյանի թիմի ոչ պրոֆեսիոնալ մոտեցումներն ու հեղափոխականությունը պաշտոնական Երևանի հանդեպ վստահության ճգնաժամ են առաջացրել Մոսկվայում։

Թերևս սա էր պատճառը, որ Նիկոլ Փաշինյանը որոշել էր հայ-ռուսական հարաբերությունների խութերը վերացնել Մեդվեդևի հետ ոչ ֆորմալ, ընտանեկան հանդիպման միջոցով։ Նիկոլ Փաշինյանը Ռուսաստանի Դաշնության կառավարության ղեկավար Դմիտրի Մեդվեդևին հյուրընկալել է կառավարական առանձնատանը

«Հայաստանում ընդունված է ամենաթանկագին հյուրերին ընդունել տանը, ես շատ ուրախ եմ, որ ունեմ նման հնարավորություն»,- իր տանը ռուսաստանցի բարձրաստիճան հյուրին ընդունելով՝ ասել է Հայաստանի վարչապետը։ 

Սակայն երկու վարչապետների հանդիպումն անցել է փակ դռների հետևում, ու այնքան էլ պարզ չէ, թե ընտանեկան հարազատ մթնոլորտն ինչքանով է նպաստել դրա արդյունավետությանը։

Վերջում նկատենք, որ Նիկոլ Փաշինյանն առնվազն բարդույթավորված դիրքորոշումներ է արտահայտել իր ու Մեդվեդևի հանդիպման հրապարակային հատվածում։ «Կարծում եմ, որ այժմ մեր հարաբերություններում շատ կարևոր պահ է, և ես վստահ եմ, որ ի հեճուկս հոռետեսների՝ մեզ կհաջողվի մեր հարաբերությունները բարձրացնել նոր մակարդակի, ոչ թե ի հեճուկս հոռետեսների, այլ ես կարծում եմ, որ պետք է հոռետեսներին դաձնել լավատեսներ: Իհարկե, մենք ամեն ինչ կանենք դրա համար»,- ասել է նա։ Անշուշտ, դժվար է պատկերացնել ռազմավարական, դաշնակցային հարաբերություններ՝ «ի հեճուկս հոռետեսների», մյուս կողմից՝ ակնհայտ է, որ հայ-ռուսական հարաբերությունները չեն ձերբազատվել իշխանությունների որոշակի սուբյեկտիվ գործողությունների գործոնից։
