«Առավոտ». Հակիրճ խոսելու ունակության բացակայությունը մեզանում

Ներկայացնում ենք թերթի խմբագրականից մի հատված.
«Ազգային ժողովի պատգամավոր Թևան Պողոսյանը երեկ Աժ-ում արտահերթ ներկայացրեց Աժ կանոնակարգ օրենքում փոփոխություններ կատարելու նախագիծ, որով, մասնավորապես, առաջարկվում է Աժ-կառավարաթյան հարցուպատասխանի ժամանակ սահմանափակել հարց տալու և պատասխանի տևողությունը՝ 2-ական րոպե, իսկ արձագանքների համար՝ 1-ական րոպե։ Նպատակն այն է, որ գործադիրին հնարավորինս շատ հարցեր ուղղվեն։
Ես կասկածում եմ, որ եթե այդ նախագիծը ընդունվի, այն փոքրիկ «մշակութային հեղափոխություն» է առաջացնելու՝ թեկուզ խորհրդարանական մակարդակով։ Որովհետև այդպիսով կհաստատվի, որ մարդիկ հարց են տալիս՝ ինչ-որ բան իմանալու համար, և պատասխանում են՝ որոշակի տեղեկատվության հաղորդելու նպատակով։ Նման մոտեցումը հակասության մեջ է մտնամ հայ հասարակական մտքի ավանդույթների հետ։
Պատգամավորները հարց են տալիս՝ իրենց ցույց տալու համար, նախարարները պատասխանում են՝ խնդիրը «ցրելու» ա «սվաղելու» նպատակով։ Բայց ոչ միայն պատգամավորներն ու նախարարները չեն կարողանամ «հարցնել ու պատասխանել» երկու րոպեում, այլև մեր մնացած հայրենակիցներից շատերն են զուրկ այդ կարևոր ունակությունից։
Տասնամյակներ շարունակ դպրոցում հայոց լեզվի ուսուցչուհիները երեխաներին սովորեցնում են «գեղեցիկ» շարադրություններ գրել, ինչը նշանակում է՝ գրել երկարաշանչ, ճռճռան, բարդ ստորադասական նախադասություններ, և շատ ցանկալի է, որ այնտեղ լինեն «բազմաչարչար», «մազապուրծ», «ծվարել» և նման այլ «հայրենասիրական» լալահառաչ բառեր։ Դպրոցի տասը տարիների կարծրատիպը իր անջնջելի հետքն է թողնում մարդկանց մտածելակերպի վրա։ Չէ՞ որ լեզուն մտածողության արտացոլումն է, եթե մարդը չի կարող իր մտքերն արտահայտել սեղմ, հակիրճ, ուրեմն նրա միտքն ի վիճակի չէ կենտրոնանալ որևէ առարկայի վրա և անվերջ թռիչքներ է գործում թեմայից թեմա։ Դպրոցում չեն սովորեցնում կազմակերպված մտածել։ Հակառակը՝ սովորեցնում են «հառաչել»։
Ահա և ստացվամ է, որ երբ պաշտոնյան կամ մեկնաբանը (տվյալ դեպքում դա նույնն է) պետք է խոսի, ասենք, դպրոցական սննդի խնդիրների մասին, նա անպայման սկսում է հեռվից. «Հայ ժողովուրդը դժվարին և խոտոր ճանապարհ է անցել։ Դեռևս Տիգրան Մեծի ժամանակ...»»,–գրում է թերթի խմբագիրը։
