ՀԱՕԿ գլխավոր քարտուղար Հրաչյա Ռոստոմյանի անդրադարձը Կոտայքի մարզպետ Ռոմանոս Պետրոսյանի արած հայտարարությանը

Կոտայքի մարզպետ Ռոմանոս Պետրոսյանը ուզում է ՀԱՕԿ-ից հետ վերցնել Ծաղկաձորի ճոպանուղին: Նրան պատասխանում է ՀԱՕԿ գլխավոր քարտուղար Հրաչյա Ռոստոմյանը: 

-Պրն․ Ռոստոմյան Կոտայքի մարզպետ Ռոմանոս Պետրոսյանը օրերս ասել է, որ առաջիկայում փաթեթ է ներկայացնելու կառավարությանը՝ Ծաղկաձորի ճոպանուղին ՀԱՕԿ-ից հետ վերցնելու առնչությամբ։ Ծանո՞թ եք այս հայտարարությանը: 

-Իհարկե՛, ծանոթ եմ Կոտայքի մարզպետի տվյալ հայտարարությանը, բայց պետք է նշեմ՝ մարզպետը շատ լավ տեղյակ է, որ ճոպանուղու անմիջական կառավարումը չի իրականացնում ՀԱՕԿ-ը, այն տրված է մասնավոր կազմակերպության կառավարմանը: Եվ, եթե Կոտայքի մարզպետը ճոպանուղու հետ կապված որևէ թերացում էր նկատել, ապա նա կարող էր պարզապես դիմել տվյալ կազմակերպությանը, և, վստահաբար, խնդիրը անմիջապես կշտկվեր: Այլապես այն, ինչ այժմ պատրաստվում է անել Կոտայքի մարզպետը, դա ուղղակի փորձ է՝ պետական մարմնի կողմից որոշակի ազդեցություն և միջամտություն ունենալ ՀԱՕԿ-ի՝ որպես հասարակական կազմակերպության բնականոն գործունեության վրա: Այս տարիների ընթացքում պրն․ Ծառուկյանի կողմից ահռելի ներդրումներ են կատարվել, որպեսզի Ծաղկաձորի ճոպանուղին գործի միջազգային ստանդարտներին համապատասխան՝ ապահովելով և՛ հայաստանցի, և՛ իրենց մարզումները Ծաղկաձորում անցկացնող միջազգային մարզիկների, և թե՛ զբոսաշրջիկների անվտանգությունը։ 

Օրինակ՝ այս տարի ճոպանուղին մեր հայրենակիցներին և զբոսաշրջիկներին ներկայացել է նորովի, քանզի ամբողջությամբ փոխվել են ճոպանները, կառուցվել է գիշերային դահուկուղի՝ ամբողջությամբ լուսավորված, ձեռք է բերվել նորագույն տեխնիկա՝ մասնավորապես ձյունը հարթեցնող սարքավորումներ, ինչպես նաև այս պահին շինարարության ընթացքում է 4700 մետր ընդհանուր երկարությամբ նոր ճոպանուղու՝ Թի-բարի կառուցման աշխատանքները, որը լինելու է ավելի արագ և հարմարավետ: Պետք է նշեմ նաև, որ կառուցվելու է միջազգային չափորոշիչներին համապատասխան մարզաբազա: Ես սա դեռ թվարկեցի արդեն կատարված և մոտ ապագայում կատարվելիք բարեփոխումների միայն մի մասը։ Իսկ այն, ինչ դեռ պլանավորել է կատարել ՀԱՕԿ նախագահ Գագիկ Ծառուկյանը, դրանց մասին ես պարզապես չեմ բարձրաձայնի, քանզի ժամանակն ու կատարված գործը այս առումով լավագույն ցուցիչներն են։ Անկասկած է, որ Ծաղկաձորի այցեքարտը ճոպանուղին է, սակայն պետք է նշել նաև, որ այդ կարգավիճակը ձեռք է բերվել տարիների համբերատար բարեխիղճ աշխատանքի և լուրջ ներդրումների շնորհիվ: Հենց այս տարիների բարեկարգումների շնորհիվ է, որ տարեցտարի ավելանում է զբոսաշրջիկների թիվը դեպի Ծաղկաձոր և դեպի ճոպանուղի։ Տուրիզմը զարգացնելու համար պրոֆեսիոնալ կառավարվող ճոպանուղին առաջին անհրաժեշտության նախապայման է: Քանի որ մարզպետը այս հարցով երբևէ չի դիմել ՀԱՕԿ-ին, հետևաբար ենթադրում եմ, որ չի տիրապետում մանրամասներին։ Բացի այդ, հանուն արդարության պետք է նշել, որ Կոտայքի մարզի առաջնային խնդիրը հաստատ ճոպանուղին չէ, առավել ևս նման բարձր չափանիշներով ճոպանուղին: Հասկանալի է, որ շուտով մարզպետները պետք է ներկայացնեն անցյալ տարվա իրենց կատարողականը, սակայն պետք չէ դա անել որոշ հաստատությունների հաշվին: Մարզին նոր աշխատատեղեր են անհրաժեշտ, այլ ոչ թե հայտարարություններ, հատկապես այնպիսիք, որոնք իրավական հիմքեր չեն պարունակում: Մարզը լուրջ ոլորտային խնդիրներ ունի՝ կրթական, գյուղատնտեսական, աշխատատեղերի լուրջ պակաս կա: Ահա՛ այն խնդիրները, որոնք առաջնային նշանակության ուշադրություն են պահանջում: Աշոտ ՀԱԿՈԲՅԱՆ
