Ամիսներ շարունակ իշխանությունը հերքում էր արտախորհրդարանական ընդդիմության ներկայացրած վիճակագրությունը, որը փաստում էր, որ կառավարության կառուցվածքի փոփոխության արդյունքում մոտ 10 հազար մարդ գործազուրկ կդառնա։ Այս համատեքստում շատ զարմանալի էր, որ կառավարությունը չօգտագործեց իր հնարավորությունը և ապրիլի 17-ին ԱԺ-ի ամբիոնից չներկայացրեց հանրությանն իր հաշվարկներն այդ մասով։ Սրանից ելնելով՝ պետք է ենթադրել՝ կա՛մ կառավարությունը ընդհանրապես նման հաշվարկ չի արել, կա՛մ էլ ՎԿ-ն չի հասցրել ավարտել «նկարչությունը»։ Երկու դեպքում էլ պատկերը տխուր է։ Եթե կառավարությունը չի հաշվարկել, թե քանի մարդ կմնա անգործ, կարելի է ենթադրել, որ իշխանություններին չի հետաքրքրում իրենց ընտրողների սոցիալական վիճակը։ Իսկ եթե վիճակագրական կոմիտեն դեռևս չի հասցրել հաշվարկել, ապա կարելի է ենթադրել, որ այդ հարցը ամենավերջինն է, որը հետաքրքրում է գործադիրին, կամ էլ արտախորհրդարանական ընդդիմության բերած գործազրկության թիվը ճիշտ է, և ՎԿ-ն փորձում է այն ավելի լուսավոր գույներով ներկայացնել ու դա անել հիմնավոր ձևով, ինչը ժամանակ է պահանջում։

Կա մի աշխատաոճ, որը նաև նոր իշխանությունների համար է սովորույթ դարձել՝ ընդդիմությունը «կարող է բղավել, ոտքերը գետնին խփել, կծել, բողոքել», միևնույն է, ԱԺ-ի մեծամասնությունն իր անելիքը արել է, անում է և կանի. դա հին, խորհրդարանական ավանդույթ է։

ԱԺ այս քառօրյայի «ստարտին» ԱԺ մեծամասնությունն առաջին ընթերցմամբ հաստատեց կառավարության կառուցվածքի փոփոխությունը։ Փույթ չէ, որ կառավարությունը կոնկրետ հիմնավորումներ այդպես էլ չներկայացրեց իր ընտրողներին, որոնք օրենսդիր և գործադիր իշխանություններից սպասում են բովանդակային և հստակ փոփոխություններ, որոնք կնպաստեն մարդկանց սոցիալական վիճակի բարելավմանը, ասել է թե` տնտեսության զարգացմանը։ Հստակ հիմնավորումների փոխարեն խորհրդարանական մեծամասնությունը առաջնորդվեց զգացողությունների սկզբունքով։

Կառավարության կառուցվածքի փոփոխության հաստատումը առանց հիմնավոր տնտեսաֆինանսական հաշվարկների նույնն է, թե կույրը կույրին առաջնորդի։ Ի վերջո, ինչից ելնելով է որոշվել, որ մշակույթի և երիտասարդության հարցերը կրթության և գիտության նախարարության հոմանիշն են, կամ գյուղատնտեսությունը տնտեսական զարգացման և տեղեկատվական տեխնոլոգիաների նախարարության առաջնահերթությունն է, կամ որ էներգետիկ ոլորտը տարածքային կառավարման և զարգացման ճյուղերից մեկն է։ Հաշվարկված չէ նաև, թե ինչպիսին կլինի այս նոր վերադասավորումների բացասական հետևանքը։ Եթե պետությունը գնում է հիմնարար փոփոխությունների, պետք է ոչ միայն հաշվարկի այդ նոր քաղաքականության դրական կողմերը, այլև հստակ պատկերացում ունենա բացասական էֆեկտների մասին, ինչը խիստ անհրաժեշտ է առաջ գնալու համար։ Ցավոք, ԱԺ-ում չասվեց նաև, թե կառավարության կառուցվածքի փոփոխության արդյունքում քանի՞ մարդ կմնա անգործ։
