Պաշտոն զբաղեցնելն ու ազդեցիկ կապերը մի դեպքում կարող են խոչընդոտել գործի քննությանը, բազմաթիվ այլ դեպքերում՝ ո՞չ
SOCIETYՌոբերտ Քոչարյանի պաշտպանական խումբը տարածել է հայտարարություն, ուր մասնավորաբար ասված է.
«ՀՀ երկրորդ նախագահ Ռոբերտ Քոչարյանի նկատմամբ առաջադրված մեղադրանքի և խափանման միջոց կալանավորման վերաբերյալ վարույթն իրականացնող մարմնի՝ Հատուկ քննչական ծառայության կողմից, միջնորդություններ ներկայացնելիս որպես հիմնավորում նշվում է, թե Ռոբերտ Քոչարյանը կխոչընդոտի գործի քննությանը:
Քրեական գործի հարուցումից անցել է շուրջ 9 ամիս, և այս ողջ ընթացքում կալանքի երկարացման վերաբերյալ ՀՔԾ քննիչի կողմից միջնորդություն ներկայացնելիս պարբերաբար անդրադարձ է կատարվում Ռոբերտ Քոչարյանի պաշտոնավարման տարիներին, ազդեցիկ կապերին՝ ինչով էլ փորձ է արվում հիմնավորել կալանքի տակ պահելու անհրաժեշտությունը:
Մասնավորապես, նշվում է՝ Ռոբերտ Քոչարյանին մեղսագրված նմանատիպ ենթադրյալ հանցագործությունների բացահայտումն առավել դժվարություններ է առաջացնում, երբ դրանք կապվում են բարձրաստիճան պետական պաշտոններ զբաղեցրած անձի անվան հետ: Կարևոր է այն հանգամանքը, որ Ռոբերտ Քոչարյանը երկար տարիներ զբաղեցրել է բարձրաստիճան պետական պաշտոններ՝ 1994թ․ընտրվել է ԼՂՀ նախագահ, 1997 թվականին նշանակվել է ՀՀ վարչապետ, իսկ 1998-2008 թվականներին եղել է ՀՀ նախագահ: Նշված հանգամանքները վկայում են Հայաստանի Հանրապետությունում ունեցած նրա ազդեցության և կապերի մասին:
Ստացվում, որ վերջին շրջանում աղմկահարույց տարբեր քրեական գործերով մեղադրյալի կարգավիճակ ունեցող պաշտոնյաների նկատմամբ ստորագրություն չհեռանալու մասին խափանման միջոցի կիրառումը գործի քննության համար խոչընդոտ չէ, իսկ Ռոբերտ Քոչարյանի պարագայում խոչընդոտ է:
Այս փաստը գալիս է ևս մեկ անգամ հաստատելու, որ Ռոբերտ Քոչարյանի նկատմամբ կալանքի կիրառումը կրում է պատժիչ բնույթ»:
