Հիշո՞ւմ եք՝ հեղափոխության առաջին ամիսներին Նիկոլ Փաշինյանն անընդհատ շեշտում էր, որ հայ-ռուսական հարաբերությունները փայլուն են, ու նույնիսկ պնդում էր, որ դրանք Երրորդ հանրապետության պատմության մեջ երբեք այդքան բարձր մակարդակի վրա չեն եղել։ Իհարկե, այդ պնդումներին ազդեցիկ փորձագիտական շրջանակները թերահավատորեն էին վերաբերվում, որովհետև անցած գրեթե երեսուն տարիների ընթացքում չի եղել ժամանակաշրջան, երբ Ռուսաստանի ԱԳՆ-ն երկու անգամ կոշտ հայտարարություններով անդրադառնա Հայաստանի ներքաղաքական կյանքին։ Փաշինյանի վարչապետության 11 ամիսների ընթացքում նման բան տեղի ունեցավ, երբ Մոսկվան Հայաստանի մասին «հիշեց» Յուրի Խաչատուրովի սկանդալային պատմությունից ու Ռոբերտ Քոչարյանի կալանավորումից հետո։ Եթե սա «փայլուն» հարաբերությունների դրսևորում է, ապա տողերիս հեղինակը, թերևս, մակերեսային պատկերացում անգամ չունի դիվանագիտության մասին, թեև «փայլուն» բառը հաստատ դիվհարաբերությունների որակը բնորոշող տերմին չէ։

Իհարկե, գաղտնիք չէ, որ Մոսկվայում հումանիտար առաքելություն ուղարկելու հարցը եղել է անգամ Սերժ Սարգսյանի նախագահության շրջանում, սակայն նա դիվանագիտական տարբեր հնարքներով, ըստ էության, մերժել է Մոսկվայի այդ խնդրանքը: Նիկոլ Փաշինյանը տվեց իր համաձայնությունը, թեև երկրի ներսում այս խնդրի վերաբերյալ, մեղմ ասած, չկար քաղաքական ու հասարակական կոնսենսուս։

Սակայն նույնիսկ դրանից հետո ռուսական իշխանության վերաբերմունքը Հայաստանի նոր իշխանության նկատմամբ բացարձակապես չփոխվեց։ Նույնիսկ չենք խոսում այն մասին, որ անցած մեկ տարում այդպես էլ Նիկոլ Փաշինյանը պաշտոնական այց չկատարեց Մոսկվա, իսկ Վլադիմիր Պուտինի ակնկալվող երևանյան այցի ժամկետներն անընդհատ հետաձգվում են:

ՀԱՊԿ նախկին գլխավոր քարտուղար Յուրի Խաչատուրովի հետ կապված էպատաժային պատմությունից հետո Նիկոլ Փաշինյանի իշխանությունը Ռուսաստանում ձեռք է բերել անվստահելի գործընկերոջ համբավ ու որևէ կերպ չի կարողանում վերականգնել վստահությունը։ Այստեղ դեր ունեն թե՛ մեր իշխանության պրոֆեսիոնալիզմի ակնհայտ պակասը, թե՛ արտաքին հարաբերություններում դրսևորվող էպատաժը և թե՛ Մոսկվայում արմատավորված որոշակի կարծրատիպերը։

Ուշագրավ է, որ Փաշինյանի թիմին այդպես էլ չհաջողվեց հայ-ռուսական հարաբերությունները ձերբազատել Ռոբերտ Քոչարյանի գործոնից, այլ խոսքով՝ Մոսկվային համոզել, որ երկրորդ նախագահի գործն իրավական է՝ առանց քաղաքական բաղադրիչի։ Պատահական չէ, որ վերջին մեկ ամսվա ընթացքում ռուսական առաջատար հեռուստաընկերություններն ու էլեկտրոնային ԶԼՄ-ները ողողված են Ռոբերտ Քոչարյանի գործի մասին միակողմանի նյութերով, որոնցում առհասարակ բացակայում է պաշտոնական Երևանի տեսակետը։ Ինչքան էլ մեր իշխանության ներկայացուցիչները փորձեն հիմնավորել, որ դրանք լրատվամիջոցների, ոչ թե Կրեմլի դիրքորոշումն են, այդ վարկածին որևէ բանական մարդ չի հավատում. Ռուսաստանում լրատվական ու փորձագիտական դաշտերը հատկապես արտաքին քաղաքական հարաբերությունների առումով գտնվում են իշխանությունների տոտալ վերահսկողության տակ։ Այլ խոսքով՝ հայ-ռուսական հարաբերություններն ամենաճգնաժամայինն են ԽՍՀՄ փլուզումից հետո, ինչը վտանգավոր անդրադարձներ կարող է ունենալ Հայաստանի անվտանգային միջավայրի ու ԼՂ խնդրի կարգավորման գործընթացի վրա։
